Human Resources Specialist
About the Position: The primary purpose for the establishment of this job is to serve as a Human Resources Specialist for U.S. Southern Command (USSOUTHCOM) performing a wide range of multi-functional staff level human resources management (HRM) functions and advisory services for assigned organizations and operating HRM management officials.
Major duties
- Serves as a senior Human Resources Specialist providing staff-level advisory services to management officials on complex civilian personnel matters.
- Interprets and applies Federal civilian personnel laws, regulations, policies, and guidance to resolve complex and sensitive HR management issues.
- Develops and recommends command-level HR policies, procedures, and implementing guidance to improve program effectiveness and compliance.
- Advises management on recruitment, placement, position classification, position management, workforce planning, and employee development.
- Provides technical guidance on employee relations matters, including performance issues, grievances, settlements, awards, and other personnel actions.
- Conducts or leads program reviews, special studies, and staff assistance visits to assess HR program effectiveness and identify corrective actions.
- Researches regulatory changes and evaluates their impact on civilian personnel programs; develops recommendations for leadership consideration.
- Serves as a staff action officer, coordinating HR plans and reports with internal and external stakeholders and reviewing personnel actions for policy compliance.

Specialized Experience: One year of specialized experience which includes serving as a senior Human Resources Specialist performing multifaceted civilian human resources management functions for complex organizations; 1) providing technical leadership, operational oversight, and guidance across human resources program areas, including resolving complex issues and advising management officials; 2) developing, interpreting, and implementing civilian personnel policies, procedures, and regulatory guidance using applicable Federal laws, regulations, and Department of Defense and Army guidance; 3) providing expert advisory services on recruitment and placement, position classification and management, employee relations, employee development, workforce planning, performance issues, grievances, and related personnel actions; and 4) serving as a staff action officer by coordinating with command, Joint Staff, military service, and other agency stakeholders to develop plans and reports, review personnel actions, and ensure compliance with established personnel policies and guidance.
