Senior Lead Project Controls Specialist
Accountabilities: Lead short-, medium-, and long-term resource planning across project teams and business functions, ensuring workforce capacity remains aligned with delivery requirements and evolving priorities.
Build and maintain comprehensive resource supply-and-demand models incorporating workload, project priorities, vacancies, contractor requirements, skills, utilization, and capacity constraints.
Develop scenario-planning frameworks, dashboards, and reporting tools that provide clear visibility into resource demand, capacity, contractor mix, vacancies, and potential planning risks.
Identify resource gaps, skill shortages, capacity constraints, and delivery risks, translating analysis into practical options and recommendations for business leaders.
Partner with leadership teams to align resource plans with project schedules, annual planning cycles, operational expenditure assumptions, and changing business priorities.
Facilitate cross-functional planning and governance sessions to validate assumptions, evaluate risks, prioritize actions, and establish mitigation plans.
Translate complex data, forecasts, and modeling outputs into concise executive-level recommendations, decision materials, and actionable insights.
Strengthen planning standards, data quality, reporting cadence, governance routines, and forecasting processes to improve organizational planning reliability.
Develop and maintain deployment-driven revenue realization schedules on a month-over-month basis, translating field deployment milestones and delivery sequencing into business planning and forecasting assumptions for leadership, finance, and product teams.
Requirements:
Bachelor’s degree in Engineering, Business, Operations, Analytics, or a related discipline.
8+ years of experience in project controls, resource planning, workforce planning, operational expenditure management, portfolio governance, or a closely related field.
Demonstrated experience developing resource models, capacity plans, workload forecasts, planning dashboards, and scenario analyses.
Strong understanding of project delivery environments, governance processes, planning assumptions, operational dependencies, and cross-functional delivery requirements.
Advanced proficiency in Excel and Power BI, with the ability to create scalable, accurate, and maintainable analytical models and reporting solutions.
Experience preparing executive-level reporting, decision materials, forecasts, and action-oriented recommendations.
Strong analytical, problem-solving, communication, facilitation, organizational, and stakeholder-management skills.
Demonstrated ability to influence without direct authority and build alignment across teams in ambiguous and rapidly changing environments.
Experience within telecommunications, technology, network deployment, infrastructure, or large-scale capital programs is preferred.
Experience working within large, matrixed organizations involving employees, contractors, and cross-functional delivery teams.
Knowledge of project controls, portfolio management, capacity planning, workforce analytics, and resource governance practices.
Experience with planning and reporting platforms such as SAP, Planview, Clarity, Anaplan, Adaptive Planning, or comparable enterprise tools.
Professional certification in project management, project controls, analytics, or a related discipline is preferred.
