Accountabilities: As a Principal Supply Chain Subcontract Specialist, you will oversee end-to-end subcontract management activities, from procurement strategy and supplier selection through negotiation, execution, and performance management. You will work closely with cross-functional teams to ensure subcontractors meet program requirements while driving efficiency, compliance, and value.

Develop subcontract specifications, statements of work, and contractual terms for services, materials, and equipment procurement.

Prepare bid packages, lead supplier discussions, evaluate proposals, perform cost and price analysis, and negotiate subcontract agreements.

Select and recommend subcontractors while managing subcontract awards, modifications, and ongoing administration.

Coordinate subcontract funding, invoice processing, program reviews, and procurement documentation with internal stakeholders.

Partner with contracts, engineering, quality, supplier development, planning, operations, and program teams to align sourcing activities with business objectives.

Monitor supplier performance, quality, reliability, and delivery capabilities in collaboration with quality teams.

Identify opportunities to reduce costs, improve efficiency, strengthen supplier relationships, and mitigate supply chain risks.

Ensure subcontract compliance with applicable regulations, policies, procedures, and import/export requirements.

Apply continuous improvement methodologies, including Lean Six Sigma practices, to enhance supplier performance.

Manage strategic and key suppliers, including supplier development activities and payment approvals.

Requirements:

The ideal candidate is an experienced supply chain and subcontracting professional with strong procurement knowledge, negotiation skills, and the ability to manage complex supplier relationships. You should be comfortable working across multiple functions, balancing competing priorities, and making sound decisions in support of large-scale programs.

Bachelor’s degree with 5+ years of related experience, or Master’s degree with 3+ years of related experience; equivalent experience may be considered.

Experience in subcontract management, purchasing, contracts, finance, supply chain, or project management environments.

Experience using SAP or similar enterprise business application software.

Knowledge of FAR (Federal Acquisition Regulations) and DFARS requirements.

Ability to collaborate effectively with program management and cross-functional teams.

Strong organizational skills with the ability to manage multiple priorities and make timely decisions.

Ability to obtain and maintain a Department of Defense Secret clearance (U.S. citizenship required).

Experience supporting government or defense-related supply chain operations is preferred.

Knowledge of U.S. government procurement practices and international procurement processes is a plus.

Strong negotiation skills, including experience managing high-value contracts.

Experience with supplier risk management, compliance, change management, or problem-solving initiatives.

Familiarity with Earned Value Management Systems (EVMS) and Control Account Management (CAM) practices is preferred.

Master’s degree and 6+ years of supply chain, contracts, business management, or related experience is preferred.
