Manager, Program/Project III
Accountabilities Lead Agile software development program management across application sustainment, enhancements, cybersecurity initiatives, and modernization activities.
Facilitate bi-weekly work-planning and priority-setting sessions with government representatives and maintain alignment on program objectives.
Own and maintain the government-accessible product backlog, including priorities, milestones, deployment dates, velocity, and progress against the program roadmap.
Identify, assess, track, and mitigate program and technical risks while maintaining a comprehensive risk register and regularly communicating risk status.
Coordinate with government technical stakeholders, technical points of contact, contracting representatives, developers, architects, cybersecurity personnel, and other delivery team members.
Oversee schedules, milestones, dependencies, change-management activities, software releases, staffing considerations, and overall delivery performance.
Ensure timely preparation, review, and submission of required Contract Data Requirements List deliverables, including project management plans, backlog documentation, status reports, and related program materials.
Provide management oversight for initiatives operating under DoD Risk Management Framework and Security Technical Implementation Guide requirements.
Coordinate cybersecurity activities with technical and security teams to support compliance and secure delivery.
Support government reviews, status meetings, release planning, issue escalation, and executive-level management reporting.
Maintain visibility into cost, schedule, performance, staffing, risks, dependencies, and government priorities while promoting effective Agile execution.
Requirements
Minimum of 10 years of demonstrated experience managing Agile software development projects within a NIWC or Department of the Navy enterprise environment.
Proven experience supporting programs involving a public-facing and secure web presence.
Demonstrated experience managing projects subject to DoD Risk Management Framework and STIG compliance requirements.
Strong understanding of Agile program and project management methodologies, including backlog management, sprint planning, prioritization, release planning, and delivery tracking.
Experience coordinating complex technical programs involving developers, architects, cybersecurity specialists, government stakeholders, and other cross-functional teams.
Strong risk management, schedule management, dependency tracking, change management, and performance reporting capabilities.
Excellent communication and stakeholder management skills, with the ability to serve as a trusted management interface between government and technical teams.
Ability to manage competing priorities, identify issues early, drive resolution, and maintain accountability for contractual deliverables.
Must be located in the United States, as work cannot be performed outside the country.
Ability to obtain and maintain a Public Trust Background Investigation .
Strong organizational skills, attention to detail, and the ability to operate effectively in a mission-focused, deadline-driven environment.
Experience supporting cybersecurity-focused government technology programs is highly valuable.
Benefits
Annual salary range of $160,000–$200,000 .
Compensation is determined based on factors including scope and responsibilities, experience, education, skills, and market conditions.
