Manager, Energy Contract Administration
Accountabilities: Develop and maintain a comprehensive inventory of regulatory requirements covering energy activities, data center sites, utility relationships, energy procurement, and market participation.
Manage federal, state, utility, and ISO/RTO registrations, licenses, certifications, reports, renewals, attestations, and applicable fee payments.
Coordinate regulatory filings involving electricity and natural gas activities, public utility commissions, energy agencies, utilities, ISO/RTO organizations, and the U.S. Energy Information Administration, as applicable.
Maintain a centralized regulatory calendar covering filing and renewal dates, responsible parties, data requirements, approvals, and evidence of completion.
Translate regulatory requirements into practical procedures, controls, action plans, ownership models, and operational responsibilities.
Coordinate the collection, validation, approval, and submission of data supporting regulatory filings and reports.
Identify compliance gaps, missed obligations, emerging risks, and corrective actions, escalating issues promptly when required.
Maintain comprehensive compliance evidence, including licenses, filing confirmations, approvals, correspondence, calculations, workpapers, and audit documentation.
Administer the post-execution lifecycle of energy-related agreements, including utility service, interconnection, transmission, power supply, power purchase, natural gas, credit support, collateral, guaranty, and security arrangements.
Track contractual milestones, notice periods, performance obligations, renewals, extensions, amendments, assignments, certifications, and other deadlines.
Partner with Legal and Energy teams during contract negotiations by providing obligation analyses, historical records, operational information, and administrative support.
Coordinate with Finance, Treasury, Credit, Energy Procurement, and Operations to monitor deposits, letters of credit, guarantees, collateral postings, and other financial assurance requirements.
Design and maintain scalable policies, procedures, checklists, workflows, responsibility matrices, approval controls, and quality-control processes.
Develop dashboards and management reports covering regulatory status, contract milestones, upcoming deadlines, open issues, audits, and compliance risks.
Maintain accurate information across contract-management, regulatory, ERP, and document-management systems while ensuring appropriate retention, version control, and confidentiality.
Identify opportunities to automate recurring filings, reminders, document collection, data validation, and reporting activities.
Build strong relationships with utilities, regulators, ISO/RTO organizations, suppliers, consultants, outside counsel, and internal stakeholders.
Train business owners on compliance responsibilities, documentation standards, contractual obligations, and escalation procedures.
Manage, mentor, and develop regulatory analysts, contract administrators, consultants, or other support resources as assigned.
Drive continuous improvement that increases accuracy, reduces manual effort, strengthens audit readiness, and clarifies ownership across the organization.
Requirements
8+ years of progressively responsible experience in energy regulatory compliance, regulatory reporting, utility administration, energy contract administration, or a closely related field.
Meaningful experience in electric power, natural gas, utility, retail energy, wholesale energy, or ISO/RTO environments.
Demonstrated experience managing high-volume, deadline-driven regulatory filings or comparable compliance obligations across multiple jurisdictions.
Experience working with state regulatory agencies, utilities, ISO/RTO organizations, legal counsel, and cross-functional internal teams.
Strong understanding of regulatory calendars, licensing, reporting requirements, audits, document controls, and compliance evidence.
Ability to interpret contracts, tariffs, regulations, and agency instructions and convert complex requirements into clear operational actions.
Experience collecting, reconciling, validating, and presenting information from multiple business units and systems.
Exceptional organization and deadline-management skills, with the ability to manage numerous filings, agreements, obligations, and stakeholder requests simultaneously.
Bachelor’s degree in business, energy, public administration, legal studies, finance, accounting, or a related discipline preferred; equivalent relevant education and industry experience may be considered.
Experience supporting large-load customers, data centers, industrial energy users, power-intensive facilities, or utility economic-development programs is highly desirable.
Familiarity with organized electricity markets such as ERCOT, PJM, ISO New England, MISO, NYISO, SPP, or CAISO is a plus.
Knowledge of multi-state electric or natural gas licensing and reporting requirements is preferred.
Familiarity with public utility commission requirements, utility tariffs, FERC requirements, ISO/RTO rules, and EIA reporting is advantageous.
Strong attention to detail, commercial awareness, sound judgment, and the ability to escalate issues appropriately.
Excellent written and verbal communication skills, with the ability to build productive relationships with both internal and external stakeholders.
Comfortable operating in a rapidly growing, international, and highly dynamic environment with significant ownership and accountability.
