Technical Delivery Manager (Mandarin Speaking)

We are seeking a Mandarin-speaking Technical Delivery Manager to lead end-to-end technology delivery initiatives in a large-scale enterprise environment. The ideal candidate should have strong technical knowledge in Java and modern application architecture, together with proven experience in technology delivery and stakeholder management.

Requirements

Experience

• 8–12 years of overall IT experience.
• Minimum 5 years of experience managing end-to-end technology delivery engagements.
• Experience in Banking, Financial Services, Digital Banking, or large-scale technology programmes is preferred.

Technical Skills

• Strong hands-on experience with Java 8, 11, 17, and 21.
• Strong knowledge of Core Java, including: Multithreading and concurrency, JVM performance tuning, Collections Framework, Object-Oriented Programming (OOP), design patterns
• Extensive experience with: Spring Framework, Spring Boot, Spring MVC
• Strong understanding of modern application architecture: Microservices, RESTful APIs, Event-driven architecture
• Database experience with Oracle and MySQL.
• Experience with messaging and integration technologies such as Apache Kafka and RabbitMQ.

Delivery & Leadership

• Proven experience in end-to-end project delivery, including: Project planning and execution; governance and risk management; Dependency tracking; Release and deployment governance; stakeholder management and communication
• Strong understanding of Agile/Scrum methodologies.
• Experience in code reviews, technical leadership, and ownership.
• Good understanding of banking regulatory requirements, security standards, compliance frameworks, audit controls, authentication, and fraud/risk management practices.

Language

• English and Mandarin (written and spoken) is required, as the role involves regular communication and collaboration with Mandarin-speaking stakeholders and/or regional technology teams .

Preferred Skills

• Professional certifications such as PMP, Certified ScrumMaster (CSM), SAFe, or other Agile certifications.
• Experience with monitoring and observability tools such as Splunk, Grafana, or Geneos.
• Familiarity with Jira, Confluence, and Bitbucket.
