Major duties

General Manager Duties: As a Front Line Manager, you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Supervises a staff of Data Scientists and other professional analytic and technical personnel responsible for planning, coordinating, directing, and conducting data science, data engineering, and analytics projects and studies of significant importance to HCO and the IRS, including the technical work that underlies the office's data warehouse, data delivery systems, and human capital analytic gateways. Fosters development of the team's technical programs and provides briefings to senior leaders, operating officials, and supervisors that explain the team's analytic capabilities, data products, and technical roadmap, ensuring program development and implementation remain consistent with the office's corporate mission, vision, and goals. Identifies areas where current analytics tools, platforms, data governance practices, or program policies are lacking, insufficient, or in conflict with other existing policies or technical standards. Prepares technical guidance, data governance and cataloguing standards, Internal Revenue Manual (IRM) issuances, and other written guidelines governing the conduct of data science work. Serves as a key catalyst in the adoption and implementation of new analytic methods, tools, and policy proposals. Organizes the work of the team, including reviewing incoming requests for analysis; studying technical requirements; determining priorities; planning and distributing project and model-development assignments; and personally, or through staff, coordinating activities to ensure steady workflow, sound technical practices, compliance with deadlines, and overall efficiency of operations. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC REQUIREMENTS

All GRADES: A degree in mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR A combination of education and experience that includes courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience.

AND SPECIALIZED EXPERIENCE

GRADE IR-04: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:

  • Experience applying statistics, data model engineering, and programming languages (e.g., R, Python, SQL, DAX, C#/C++), sufficient to review or instruct others in the use of integrated development environments and tools (e.g., Microsoft Azure Cloud, RStudio, Microsoft Visual Studio, Microsoft Power BI, Tableau, IBM Cognos) for data science work.
  • Experience utilizing computer programs, cloud platforms, and data science tools to evaluate technical work and improve decision-making and business results, and investigating, developing, and analyzing data science and data engineering research using human capital data impacting broad sectors of HCO.
  • Experience leading analytics projects that included artificial intelligence (AI), machine learning (ML), deep learning (DL), or natural language processing (NLP), applying the technical procedures for solution design, implementation, and deployment; planning, directing, and evaluating the technical work of staff.
  • Experience applying communicative techniques to facilitate presentations including storytelling with data, providing technical feedback to all levels of management, and provide guidance and direction to employees.
