Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides analytical support to plan program operations and evaluate overall effectiveness by reviewing business measures, operational trends, resource utilization data, and system-generated reports. Conducts comprehensive evaluations of the AUR program, including policies, objectives, workload distribution, resource utilization, operational controls, and system performance. Performs studies on system functionality and operational efficiency, such as terminal utilization, adequacy of procedures, systems ouput and report development, and recommends corrective actions to improve program performance, resource utilization, and results. Analyzes and interprets new or revised procedural guidelines to ensure alignment with operational needs, work planning objectives, and compatibility with work assignments. Identifies program needs, productivity issues, staffing utilization concerns, and accuracy trends, and develops practical solutions, action plans, and system change requests to address problem areas and achieve desired business outcomes. Monitors quality trends, error patterns and program changes, while evaluating new programs or equipment for cost effectiveness, staffing impact, workflow integration, and training requirements Determines operational and resource needs, formulates solutions to problem situations, and develops plans or courses of action to achieve desired business results while ensuring effective utilization of available resources. Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience for this position may include:

  • Interpreting tax laws and issuances, Internal Revenue Code and Manual, procedures and regulations to recommend changes to guidelines/procedures, develop job aids and/or tax law training materials.
  • Performing a review and analysis of all phases of the Automated Underreporter Program (AUR), including AUR spreadsheets (e.g., Microsoft Excel) to create, revise, formulate, and filter specific data.
  • Experience with the AUR inventory control process and assisting managers and leads with inventory management, batch management including assigning and releasing work.
  • Communicating orally and in writing with others including AUR headquarters staff regarding the AUR work process.
  • Assisting AUR lead tax examiners and management to answer questions from employees and management to assist with resolving cases and issues.
  • Training employees on a variety of AUR processes, procedures and unique issues.
  • Utilizing IDRS and master file processing, adjustment procedures and account transaction codes sufficient to reconstruct prior actions on accounts.
  • Identifying and resolving problems within organizational procedures, functional programs, operations, and processes.
  • Utilizing analytical and evaluating methods and techniques including statistical process control measures to extract pertinent data.
  • Determining the nature of assistance through interviewing techniques.
  • OR A PH.D. or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.
  • OR Three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work.
  • OR LL.M., if related.
  • OR A combination of qualifying graduate education and experience equivalent to that amount required.

AND You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Requirements

Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position.
