Recruitment Business & Operations Manager

We are an established Singapore recruitment company with approximately 20 years of operating history. We are looking for an experienced, proactive manager to grow our business, strengthen existing client relationships, and take charge of daily operations. This role suits someone who enjoys building business, leading a team, and taking ownership of results.
Key Responsibilities
Business Development & Client Management
- Identify new business opportunities and secure recruitment contracts.
- Visit prospective clients, understand their manpower needs, and present suitable recruitment solutions.
- Prepare proposals and quotations, negotiate commercial terms, and close business within approved authority.
- Maintain regular contact with existing clients, monitor service delivery, and develop repeat business.
- Handle client feedback, complaints, and replacement requests promptly.
Recruitment & Placement
- Manage the recruitment process from receiving client requirements through to successful placement and onboarding.
- Supervise candidate sourcing, screening, interviews, selection, and document verification.
- Coordinate with overseas recruitment partners where applicable.
- Oversee authorised work pass processing and related arrangements where required.
- Monitor outstanding vacancies, candidate availability, application progress, and joining dates.
Team Management & Training
- Lead recruitment, administrative, and coordination staff.
- Assign responsibilities, set targets, and monitor performance.
- Train staff in recruitment procedures, client service, communication, and compliance.
- Coordinate candidate orientation and job-related training where required.
- Establish clear procedures for follow-up, reporting, recordkeeping, and handover.
Operations, Facilities & Vendor Coordination
- Manage daily office operations and ensure work progresses efficiently.
- Coordinate office facilities, equipment, maintenance, and service providers.
- Manage relationships with recruitment partners, training providers, transport providers, and other relevant vendors.
- Review vendor service quality, costs, and performance.
- Coordinate accommodation, transport, medical examinations, and arrival arrangements where included in the company’s services.
Communication & Compliance
- Ensure clear and timely communication between management, staff, clients, candidates, partners, and vendors.
- Maintain accurate client agreements, candidate records, placement documents, and correspondence.
- Monitor compliance with applicable MOM requirements, employment agency licence conditions, and data protection obligations.
- Escalate operational problems and compliance concerns promptly.
Financial Performance & Reporting
- Achieve agreed sales, placement, revenue, and gross profit targets.
- Coordinate timely invoicing and follow up on outstanding client payments.
- Control operational expenses within approved budgets.
- Submit weekly activity updates and monthly business performance reports to management.
Candidate Requirements
- Preferably at least five years of Singapore recruitment industry experience, including experience leading a team or managing an agency.
- A proven track record of securing clients, generating revenue, and completing placements.
- Ability to manage both business development and daily operations independently.
- Good understanding of Singapore recruitment practices and relevant MOM requirements.
- Experience with foreign manpower recruitment and work pass processes, where relevant to our services.
- Appropriate CEI certification and eligibility for MOM registration according to the role and agency licence.
- Strong leadership, negotiation, communication, and problem-solving skills.
- Organised, accountable, commercially minded, and comfortable working towards measurable targets.
Remuneration
Salary and any variable performance incentive will be based on experience and demonstrated capability.
