Within the Project Engineering and Assembly Office, the recruited person will lead the activities of the Delegations regarding the scope of national funders. Through their actions, they will be responsible for implementing and monitoring a policy to encourage the submission of funding requests, a long-term project support policy, and ensuring the operational support of projects and calls for projects for structures reporting to the Headquarters.
MAIN ACTIVITIES:
Regarding the scope of national funders:
- Develop links with funders on financial, administrative, and legal aspects;
- Ensure monitoring of French public funders (ANR, ministries, local authorities...) or private funders (Institutes, Foundations, Associations...) and analyze their rules in relation to those of the Inserm;
- Develop the strategy to encourage the submission of research projects;
- Elaborate support materials for regional Delegations and research units: commented budget templates, implementation guides, a calendar of major funder deadlines, etc.;
- Establish and monitor national steering indicators for project submissions and their support;
- Contribute to the development strategy of framework agreements with recurring funders, standard contracts, and standard clauses carried out by the Office's legal expert;
- Coordinate funder audits by ensuring the national interface with auditors and the coordination and analysis of responses from regional Delegations.
Regarding transversal activities involving the establishment:
- Participate in the development of the Inserm Financial Regulation, and more generally in the project management and funding framework at the Inserm;
- Contribute to the development and application of Establishment policies by being proactive, notably through the analysis of funder conditions;
- Support regional Delegations in acquiring and developing a project management culture and in their change management regarding this activity;
- Coordinate the expertise available within the Departments and thematic Institutes by collecting questions from regional Delegations;
- Participate in the animation of the "project engineering and assembly" professional network regarding the scope of national funders and the related Establishment policy;
- Contribute to internal control and internal audit;
- Contribute to training and information intended for all project engineering and assembly stakeholders.
