This position is in the Benefits Budget Staff Office within the Office of Benefits, Office of Management (OM), Department of Veterans Affairs (VA). The Director of the Benefits Budget Staff manages and directs activities involving the formulation, presentation, justification, and execution of VBA's mandatory benefit payment accounts, including Compensation and Pensions, Readjustment Benefits, Post-Vietnam Era Veterans Education and Assistance Program, and Filipino Veterans Equity Compensation.

Major duties

Directs preparation of all budget submissions for direct benefit payments covering the complete budget cycle (Departmental, Office of Management and Budget (OMB), Congressional, and Mid-Session Review submissions). Directs development of operating plans, apportionment requests, analyses of how operating plans compare to actual spending, the allocation of funding in VBA's financial system of record. Guides and reviews caseload and cost estimates required in connection with legislation, regulatory changes, and management initiatives in collaboration with program and staff offices. Plans and coordinates the preparation of special briefings on budget matters, which are presented to the VBA Chief Financial Officer (CFO), the Under Secretary for Benefits (USB), the Secretary, OMB, and Congress. Presents information to oversight entities, including Congressional offices, VA's Office of Inspector General, and the Government Accountability Office. Maintains appropriate coordination and cooperation with budget staff across the Department on business plans, performance issues, and cost estimates. Collaborates with VBA elements on the distribution of fund adjustments pertaining to program and field activities. Provides leadership, directs, reviews, analyzes, and evaluates activities to ensure that VBA's mandatory resources are properly coordinated and conform to the Department, OMB, and Congressional requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Leading or overseeing the formulation, justification, execution, and analysis of complex budgets for a large organization, including developing budget estimates, projections, expenditure plans, and recommendations for the allocation, or reprogramming of funds.
  • Analyzing complex financial, program, workload, and budget data to assess funding requirements, identify trends or risks, develop cost estimates, and advise senior leadership on budgetary and resource management decisions.
  • Providing leadership, technical direction, or oversight of budget operations and presenting or defending budget recommendations, financial plans, or resource requirements to senior executives or other high-level stakeholders.
  • Leading or supervising budget professionals responsible for complex budget formulation, execution, and analysis activities, and advising senior executives on significant budget, financial, and resource management matters.

  • Experience leading or supervising budget professionals responsible for budget formulation, execution, and financial analysis.
