Job Description

As a Developer - Analyst within our ICT support service, you play an essential role in ensuring the quality of IT analyses and code. You will be part of the Entity team of the Business Partner (Bupa) service ICT Fiscaliteit en Speciale Belastinginspectie (Isi) within the Service Delivery pillar.

Your tasks primarily include:

• Collaborating on the design and development of applications based on functional and technical analyses.
• Performing requirement analyses with the client to gain a clear picture of their expectations and to assess technical feasibility.
• Consulting with stakeholders to map out business needs quickly, thoroughly, and completely.
• Ensuring that the client has a realistic view of what is possible, so that the requirements and the project align optimally with the existing ICT architecture and solutions.
• Proactively and assertively thinking along with the business regarding the impact of their requirements and, if necessary, proposing alternative solutions.
• Performing detailed analyses and ensuring they are validated and supported by all involved parties.
• Being responsible for the quality assurance and development of applications in a multi-user environment with high availability and visibility.
• Following technological developments and providing technical advice within your area of expertise, proposing possible improvements and adjustments to projects.
• Preparing and maintaining technical documentation.
• Contributing to the maintenance and further optimization of applications, so that they continue to align with evolutions in Hardware and software.
• Guiding and supporting junior colleagues in their professional development.

You will join the Bupa ICT Fiscaliteit en Isi service within the Service Delivery pillar of FOD Financiën.

The Service Delivery pillar develops software applications for the general administrations and staff services. In close cooperation with these partners, we map out functional needs, explore new services, and improve existing solutions.

This pillar ensures the quality and continuity of the delivered applications, taking into account the priorities of the organization, budgetary constraints, and with continuous attention to user satisfaction.

Within the Service Delivery pillar, the Bupa ICT Fiscaliteit en Isi service supports the Algemene Administratie van de Fiscaliteit and the Speciale Belastinginspectie... What education and experience do we expect from you?

You have at least 5 years of relevant professional experience as a Java Developer and Functional Analyst.

What are your skills and knowledge?

• Backend skills (expertise):

• Thorough knowledge of Java, Spring, Spring Boot, and JPA (DB2).
• Demonstrable experience in designing and developing MicroServices.
• Experience with RESTful API's and knowledge of design patterns.
• Experience with asynchronous messaging (Artemis).

• Frontend skills: Development of modern, user-friendly, and responsive interfaces with the Angular framework (recent versions).
• DevOps & infrastructure (Cloud native culture):

• Practical experience with Kubernetes (k8s) and the OpenShift platform.
• Thorough knowledge of containerization with Docker.

• Soft skills:

• Strong analytical skills and the ability to solve complex problems.
• Team player with experience collaborating within an Agile environment.
• Ability to work independently throughout the entire development cycle, from development to implementation.

Which languages do you speak?

• You work in a bilingual environment. Knowledge of French is therefore a plus to participate efficiently in meetings and consultations with other specialists.
• Because our organization regularly collaborates with international partners, excellent command of English is required.
