Infrastructure Project Manager

Location: Nanyuki, with anticipated relocation to Narok Kenya | Reports to: Programme Director

JOB PURPOSE

Provide strategic leadership and technical oversight for all Human Practice Foundation infrastructure and construction projects. The role requires proven strength in both construction project management/team leadership and quantity surveying (including personal preparation of BoQs and cost estimates), to deliver projects on time, within budget, and to a high standard, in compliance with statutory, donor, and organizational requirements.

KEY RESPONSIBILITIES

Strategic Infrastructure Leadership

• Lead HPF's infrastructure strategy and set construction policies, standards, and procedures.
• Develop standardized designs, specifications, and BoQs for education and community projects.
• Advise senior management on infrastructure investments, risks, and budgets.

Project Planning & Management

• Manage the full project lifecycle, from needs assessment to commissioning and handover.
• Develop implementation plans, schedules, budgets, procurement plans, and risk registers.
• Track scope, schedule, cost, and quality; produce reports, forecasts, and corrective action plans.

Quantity Surveying & Financial Management

• Prepare and review BoQs, cost estimates, valuations, and payment certificates.
• Monitor expenditure against budgets and enforce cost controls for value for money.
• Evaluate contractor claims, variations, and extension-of-time requests.

Procurement & Contract Management

• Lead feasibility studies, site assessments, and tender preparation.
• Work closely with the tender committee on bid evaluations, contractor selection, and negotiations.
• Administer contracts, variation order controls, and consultant and contractor performance.

Construction Supervision & Quality Assurance

• Conduct site inspections and technical audits; certify completed works and milestones.
• Verify materials, workmanship, and compliance with specifications and building regulations.
• Identify defects and non-conformities and ensure corrective action.

Health, Safety & Environment (HSE)

• Implement HSE procedures and ensure OHS compliance on all sites.
• Monitor safety performance, investigate incidents, and promote a safety culture.

Stakeholder & Donor Engagement

• Represent HPF with contractors, government agencies, communities, schools, and partners.
• Prepare infrastructure updates for donors, management, and boards.
• Support fundraising with budgets, concept designs, and technical proposal inputs.

Team Leadership

• Lead, mentor, and appraise Project Engineers and technical staff.
• Set KPIs and foster accountability, quality, and continuous improvement.

QUALIFICATIONS & EXPERIENCE

• Bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, Building Economics, or a related field, AND demonstrated construction/project management training or equivalent practical grounding in both QS technical work and project/team leadership. A Master's degree is an added advantage.
• Registration with BORAQS, IEK, EBK, or equivalent is an added advantage.
• Both of the following: (i) PMP, PRINCE2 Practitioner, or Certified Construction Project Manager; AND (ii) a relevant QS certification or professional QS registration.
• Minimum 8 years combining construction project management/infrastructure delivery AND quantity surveying/cost control, including 5 years in senior leadership overseeing multiple projects and teams
• Proven experience in contract administration, procurement, tender evaluation, and financial management on large institutional or community projects.
• NGO, donor-funded, or government project experience is an added advantage.
