Place of Work: SC Villa Headquarters and Club Facilities

Purpose of the Position

The CEO is the senior executive responsible for the day-to-day management, administration, commercial development, governance, financial sustainability, and strategic growth of Sports Club Villa. Reporting Frequency

  • Updates to the President: Weekly
  • Management Reports: Monthly
  • Strategic Reports to Executive Committee: Quarterly
  • Performance Reviews: Mid-Year and Annual

Key Responsibilities

  1. Strategic Leadership
  • Develop and implement the Club's strategic plan, translating the President's vision into measurable objectives.
  • Establish annual operational plans, budgets, and long-term sustainability initiatives.
  • Lead institutional growth and modernization, and identify commercial expansion opportunities.
  1. Football Operations Oversight
  • Ensure efficient administrative support for football operations.
  • Oversee player registration processes.
  • Ensure compliance with FIFA, CAF, FUFA, and UPL regulations.
  • Monitor contractual obligations for players and technical staff.
  • Support recruitment and retention strategies.
  • Oversee transfer administration and FIFA TMS compliance.

Note: The CEO shall not interfere with technical team selection decisions.

  1. Financial Management
  • Prepare and manage annual budgets, ensuring financial sustainability of the Club.
  • Implement financial controls and reporting systems, and present monthly reports to the President.
  • Develop sponsorship strategies and negotiate commercial partnerships.
  • Maximise merchandising revenues and develop hospitality and VIP programmes.
  • Oversee audits, regulatory financial reporting, and timely payment of salaries and statutory obligations.
  • Develop diversified revenue streams to strengthen the Club's financial position.
  • Grow matchday revenue streams and increase membership and fan participation.
  • Build strategic relationships with corporate partners to meet annual commercial targets.

Note: Annual commercial revenue targets shall be established and reviewed by the President and Executive Committee.

  1. Governance & Compliance

The CEO is responsible for ensuring full compliance across all governing bodies:

  • Maintain all required Club licences and certifications, and coordinate governance reporting to the Executive Committee.
  • Ensure compliance with FIFA, CAF, FUFA, and Uganda Premier League regulations.
  • Oversee club licensing and regulatory reporting.
  • Implement strong internal controls and risk management frameworks.
  1. Human Resource Management
  • Recruit, supervise, and evaluate Club staff.
  • Develop organizational structures and reporting lines.
  • Implement performance management systems.
  • Promote a professional and accountable working culture.
  • Ensure compliance with employment laws.
  1. Infrastructure & Facilities
  • Oversee maintenance and development of Club facilities.
  • Ensure training facilities meet professional standards.
  • Coordinate stadium usage and matchday requirements.
  • Develop long-term infrastructure projects and manage capital expenditure.
  1. Stakeholder Relations & Communications

The CEO acts as the primary administrative representative of the Club across all key stakeholder groups.

Governing Bodies

  • Serve as the primary liaison with FUFA, Uganda Premier League, CAF, and FIFA on all administrative and regulatory matters.

Government & Authorities

  • Represent the Club before government authorities and manage all official institutional relationships.

Media & Communications

  • Approve official Club communications.
  • Manage crisis communications.
  • Build positive media relationships.

Sponsors, Partners & Fans

  • Engage sponsors, commercial partners, and supporter organisations to strengthen the Club's community and commercial base.

Note: The CEO shall protect and enhance the Club's reputation, promoting transparency and professionalism at all times.

Authority & Delegated Powers

The CEO shall have authority to manage the Club's day-to-day operations within the framework established by the President and Executive Committee.

Day-to-Day Operations

Full authority to manage all operational activities of the Club on a daily basis.

Budget Expenditure

Approve expenditures within authorized budget limits as set by the Executive Committee.

Contracts & Agreements

Sign contracts within delegated authority levels approved by the President or Executive Committee.

Staff Management

Recruit, manage, and evaluate all Club staff across departments.

Club Representation

Represent the Club before football governing bodies and official institutions.

Note: Any expenditure, borrowing, transfer commitment, litigation settlement, or contractual obligation above limits established by the Executive Committee shall require prior approval from the President and/or Executive Committee.

Qualifications & Personal Attributes

Essential Qualifications

  • Bachelor's degree in Business Administration, Sports Management, Finance, Law, Commerce, or a related field. A Master's degree (MBA) or related discipline is highly preferred.
  • Minimum of 7 years senior management experience with strong understanding of professional football administration. Experience working within a professional football club is highly desirable.
  • Excellent financial, commercial, and negotiation skills.
  • Strong strategic planning and execution capability.
  • Demonstrated experience in commercial development and revenue generation.
  • Proven ability to manage and lead diverse teams.
  • Strong understanding of corporate governance and compliance frameworks.
  • Knowledge of football regulatory environments is an added advantage but not mandatory.
  • FIFA, CAF, or FUFA sports governance certifications are an added advantage but not mandatory.
