The primary purpose of this position is to exercise supervisory and managerial authorities over the Air Force Declassification Office and administer the Secretary of the Air Force Declassification Program.

Major duties

Plans, organizes, and oversees the activities of the Air Force Declassification Office. As Director of the Air Force Declassification Office (AFDO), is responsible for formulating and issuing Air Force declassification policy for all Air Force activities. Serves as expert planner, coordinator, and advisor for agency policy regarding declassification planning within national and DoD constraints. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Responsible for all AFDO operations, personnel, equipment, budget, and training necessary to support l2 Air Force, civilian government information specialist located at five record depositories and federal record centers. Represents the Air Force Declassification Office with a wide variety of DoD and other executive branch agencies. Works directly for, SAF/AAI-Information Directorate and advises the Administrative Assistant to the Secretary of the Air Force on all declassification matters. Designs and conducts complex declassification surveys, reviews, and research projects where the boundaries are extremely broad and difficult to determine in advance. Participates in special projects and initiatives, performs special assignments, and initiates milestones and goals.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes planning, directing, and managing Declassification Programs and ensure they meet all national and DoD regulatory requirements; isolate and define complex declassification issues/conditions for subordinate staff and resolve those critical problems that cannot be handled by subordinates; develop administrative regulations or guidelines for the conduct of declassification operations; develop new approaches and techniques for use by subordinates. Serves as the principal expert for declassification matters; must have accuracy and thoroughness when considering any type of request involving the release of national security information; experience statutory and departmental policies requiring release of information, review provisions of Executive Order13526, other Federal standards, and the Freedom of Information Act. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Skill in managing and supervising personnel, budget, equipment, and operations.
  • Knowledge of a wide range of administrative laws, policies, precedents, and regulations.
  • Skill in analyzing problems, conducting research, interpreting and applying rules, regulations, and procedures, summarizing results, and making appropriate recommendations for policy changes and implementation.
  • Ability to identify problems and develop innovative solutions.
  • Ability to communicate orally and in writing.
  • Ability to maintain good working relations.
  • Ability to access or locate information through use of a personal computer or terminal.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
