STRATEGIC POLICY ANALYST

The primary purpose of this position is: To serve as Services Program and Project Specialist in the Office of Warfighter Force Management and Readiness reporting to the Deputy Assistant Secretary (Warfighter Force Management and Readiness). The incumbent serves as an action officer to assist in developing Air Force level policies, strategies and plans.
Major duties
Strategic Policy Formulation and Oversight. Develops, implements, and continuously evaluates enterprise-wide policies to address interpersonal and self-directed violence (ISDV). Program Management and Oversight: Subject Matter Expert to SAF/MR as for the DAF interpersonal and self-directed violence portfolio. Performs ongoing evaluation and analysis of strategy, planning, programming, budgeting, and/or execution of assigned portfolio programs Inter-agency Coordination. DAF and SAF/MR representative across key DoW working groups, task forces, etc. and liaison with external organizations or offices as applicable. Provides advisory services and expertise to DAS Warfighter Force Management and Readiness and SAF/MR leaders on a wide range of programs and strategy as it relates to project management, including other duties as assigned.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include:
- Working with social services delivery systems and concepts, principles and theories relating specifically to prevention of and response to suicide, sexual assault, domestic violence, and other areas of interpersonal violence and trauma;
- Working with Congressional committee structures, legislative processes, and Air Force legislative liaison operations to evaluate the impact of proposed legislation, synthesize enterprise inputs via ETMS2, and author authoritative posture statements, senior executive briefings, and official DAF responses to Congressional inquiries; and
- Working with a substantial body of administrative laws, federal statutes, National Defense Authorization Act (NDAA) mandates, Presidential Executive Orders, and Department of War (DoW) and Air Force regulations, policies, and precedents governing suicide prevention, sexual assault prevention and response, domestic violence, and trauma.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of social services delivery systems and concepts, principles and theories relating specifically to prevention of and response to suicide, sexual assault, domestic violence, and other areas of interpersonal violence and trauma.
- Knowledge of research and analysis techniques, problem resolution, and development of concrete action plans to solve problems.
- Skill in the application of Air Force workflow and task management directives, instructions, policies, procedures, and guidance.
- Skill to conduct probing, innovative analyses involving complex variables that impact significantly on the effective development, interpretation, or implementation of policies concerning ISDV.
- Ability to synthesize complex, and often competing, information and viewpoints to determine best course of action and advocate recommendations to senior Air Force leaders.
- Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
