Responsibilities:

Lead the full spectrum of HR functions, including recruitment, employee relations, performance management, payroll, learning and development, compensation and benefits, and HR operations, while providing effective supervision and guidance to the HR team.

Manage employee relations matters, including disciplinary actions, investigations, grievance handling, and performance-related issues.

Develop, review, implement, and maintain HR policies, procedures, standard operating procedures, and the Employee Handbook to ensure consistent HR practices and compliance with applicable employment legislation.

Manage payroll administration, including attendance verification, payroll processing, CPF submissions, income tax filings, and other statutory obligations, ensuring accurate and timely salary payments.

Manage work pass matters, including applications, renewals, cancellations, and compliance with MOM regulations for foreign employees.

Oversee the end-to-end recruitment process, including job postings, candidate sourcing, interviews, offer management, onboarding, and timely fulfilment of vacancies.

Manage the full employee lifecycle, including onboarding, probation confirmation, contract renewals, transfers, promotions, and offboarding.

Lead performance management processes, including probation reviews, annual appraisals, performance improvement measures, and talent development initiatives.

Prepare and issue HR-related communications, including memos, disciplinary letters, and company announcements.

Prepare and submit HR reports, government surveys, and statutory filings accurately and within the required timelines.

Manage employee insurance matters, including WICA, FWMI, and employee benefit programmes, as well as statutory claims such as NS Make-Up Pay and Government-Paid Leave schemes.

Partner with management and department heads on organisational development, succession planning, and HR initiatives.

Drive HR process improvements, digitalisation projects, and HR system enhancements to improve operational efficiency.

Undertake other HR and administrative responsibilities as assigned by Management to support business and operational requirements.

Requirements:

  • Degree / Diploma in Human Resources, Business Administration, or a related discipline.
  • Minimum 5 years of relevant HR experience, preferably in the construction industry.
  • Strong knowledge of the Singapore Employment Act, MOM regulations, and HR best practices.
  • Hands-on experience in payroll administration and Info-Tech HR system is a plus.
