JOB MISSION

HwIT is seeking a highly analytical, strategic, and hands-on Supply Chain & Sourcing Specialist to lead end-to-end supply chain program management, strategic sourcing, and vendor qualification for high-reliability optoelectronic modules, DWDM transceivers, silicon photonics (SiPh), and precision mechanical systems. You will be the core link between Product Engineering (NPI), Global Suppliers, and Manufacturing Operations across the development of new products. Your primary objective is to build a resilient, cost-effective, and fully compliant supply chain that accelerates time-to-market while guaranteeing quality, continuity of supply, and strict regulatory adherence.

SCOPE & CORE RESPONSIBILITIES — 8 PILLARS

  1. Strategic Sourcing & Commodity Management
  • Supplier Lists Management: Maintain, update, and govern the PSL (Preferred Supplier List) and ASL (Approved Supplier List).
  • TQRDCS Framework: Classify suppliers into clear tiers (Preferred, Approved, Expiring, Qualifying, Inactive) using the TQRDCS framework (Technology, Quality, Responsiveness, Delivery, Cost, Sustainability).
  • Commodity Strategy: Develop and execute commodity strategies tightly aligned with HwIT's technological R&D roadmap.
  • Scorecards & QBRs: Conduct periodic Quarterly Business Reviews (QBRs) and supplier performance evaluations using automated TQRDCS scorecards.
  • Long-Term Agreements & 2nd Sourcing: Lead price negotiations, LTAs (Long-Term Agreements), and active 2nd sourcing / re-sourcing programs to eliminate single-point-of-failure risks.
  • Controllership & Risk Governance: Perform deep-dive controllership, ownership analysis, and financial health audits for strategic vendors.
  1. NPI Materials Management
  • New Product Developments: Support and lead Supply Chain deliverables across product development
  • Materials Kick-off & Sourcing Plan: Conduct the Materials Kick-off meeting and publish the official NPI Sourcing Plan for every new product program.
  • Material Cost Roadmap: Build and maintain a 5-year Material Cost Roadmap with component-level granularity.
  • Gate Review Packages: Prepare and present the Supply Chain status package at formal design milestone reviews.
  • NPI Demand Planning: Manage the NPI Demand Plan for Alpha, Beta, Qualification, and Validation prototype builds.
  • Lessons Learned: Execute formal project closure activities and capture Supply Chain Lessons Learned for continuous NPI improvement.
  1. Supplier Qualification & Disqualification
  • Supplier Qualification: Manage a 3-stage qualification process from NDA to audit.
  • Risk Assessment: Evaluate supplier E-Surveys and risk scores.
  • Compliance: Verify ISO 9001, Code of Conduct, Modern Slavery, and BCP requirements.
  • MCR/MCO Execution: Manage supplier status changes through PLM/ERP.
  • Disqualification & Waivers: Lead supplier disqualification and manage critical deviation waivers.
  1. Source Selection & Negotiation
  • Criticality Classification: Classify BOM items as Critical Direct, Indirect Materials, or External Services.
  • CM Selection: Select CMs based on performance, capabilities, IQA, and FAI/MVB criteria.
  • Negotiation: Conduct structured negotiations using BATNA, pricing, and concession strategies.
  • SSR Coordination: Lead Supplier Specification Reviews for custom components.
  1. BOM Management & Cost Control
  • BOM & EOL Analysis: Perform BOM reviews and EOL/obsolescence risk assessments.
  • Cost Benchmarking: Obtain and analyze competitive quotes for cost reduction.
  • Tooling Cost Management: Manage supplier tooling costs, lifespan, and replacement cycles.
  • Finished Goods Quotes: Validate and negotiate FG quotes with Contract Manufacturers (CMs).
  1. Materials Planning & Logistics
  • NPI Procurement: Execute purchasing for NPI builds (Alpha, Beta, Qualification).
  • Material Readiness: Manage material readiness, availability, safety stock, and Kanban buffers.
  • MDT Tracking: Track NPI POs, lead times, and dock dates.
  • Production Handoff: Ensure a smooth transition from NPI to high-volume production.
  1. Regulatory Compliance & Environmental
  • Environmental Compliance: Ensure RoHS, REACH, and WEEE compliance across all BOM components.
  • Certifications: Maintain material declarations, FMDs, and Certificates of Conformity (CoC).
  • Conflict Minerals: Collect and validate supplier CMRTs.

CANDIDATE PROFILE & REQUIREMENTS

  • Essential: Bachelor's degree in Engineering, Business, or related field.
  • Essential: 5+ years in Strategic Sourcing or NPI Supply Chain in High-Tech/Electronics/Telecom/Semiconductors.
  • Essential: Knowledge of Brazilian taxes, NCM, PPB, and PADIS.
  • Essential: NPI Materials Management experience.
  • Essential: International supplier and EMS/CM management experience.
  • Desirable: Optoelectronic/photonic/DWDM components knowledge.
  • Desirable: North American tariffs and trade compliance knowledge.
