Payroll Executive

Role Purpose The Payroll Executive will manage accurate and timely monthly payroll processing for the Ismailia Free Zone facility, ensuring full compliance with the Egyptian Labour Law, Social Insurance, salary tax and other statutory requirements. The role will maintain accurate employee master data and payroll records, handle Social Insurance and Labour Office transactions, and support HR and Finance with reliable payroll reporting, reconciliation and audit readiness.
Key Responsibilities
- Prepare and process monthly payroll in line with the Egyptian Labour Law, company policy and employment contracts, covering basic salary, allowances, overtime, bonuses, deductions and unpaid leave.
- Collect, validate and reconcile payroll-related HR inputs, including attendance, leave, overtime, new joiners, transfers, promotions and leavers, before each payroll run.
- Calculate employee and employer Social Insurance contributions under Social Insurance Law No. 148 of 2019, applying the current minimum and maximum insurable wage limits.
- Handle Social Insurance registrations, wage amendments and terminations through the relevant forms, and reconcile monthly Social Insurance payments with the National Organization for Social Insurance.
- Calculate monthly salary tax withholding, and submit monthly salary tax returns and the annual salary tax settlement to the Egyptian Tax Authority within statutory deadlines.
- Apply other statutory deductions, including the Martyrs’ Families Fund contribution and Comprehensive Health Insurance contributions where applicable.
- Ensure salaries comply with the national minimum wage set by the National Wages Council, and apply the statutory annual periodic increase.
- Manage Labour Office registrations and transactions, and follow up with Social Insurance, the Labour Office and other government authorities to close open matters promptly.
- Maintain accurate employee master data, employment contracts and personnel files, and support documentation for employee movements across the employee lifecycle.
- Administer attendance and leave records in coordination with HR and department heads, ensuring payroll reflects approved time and leave data.
- Calculate final settlements for leavers, including leave encashment, notice pay, end-of-service entitlements and final Social Insurance and tax adjustments.
- Coordinate salary transfers through bank payroll or payroll cards in line with company policy and electronic payment requirements.
- Reconcile payroll against the general ledger, Social Insurance statements and tax filings every month, and resolve any variances with Finance.
- Prepare payroll and HR operational reports, including headcount cost, overtime analysis and statutory liabilities, for Finance and management.
- Maintain complete compliance documentation for government inspections and internal and external audits, and track regulatory changes affecting payroll.
- Respond to employee payroll queries on payslips, deductions, Social Insurance and tax with accuracy and confidentiality.
Qualifications and Experience
- Bachelor’s degree in Accounting, Finance, Business Administration, Human Resources or another relevant discipline.
- Three to five years of payroll experience in Egypt, preferably within a manufacturing, industrial or large-workforce environment.
- Strong working knowledge of the Egyptian Labour Law, Social Insurance Law, salary tax regulations and related statutory filings.
- Practical experience handling Social Insurance forms, Labour Office transactions and Egyptian Tax Authority e-portal submissions.
- Experience processing payroll for a large hourly or production workforce, including overtime, shift allowances and attendance-based deductions, is strongly preferred.
- Experience with payroll or HRIS systems and free zone employment requirements is preferred.
Skills and Competencies
- High accuracy and attention to detail, with the ability to meet fixed monthly payroll and statutory deadlines.
- Strong numerical, analytical and reconciliation skills.
- Sound understanding of Egyptian payroll, Social Insurance and tax calculations.
- Good communication and follow-up skills with employees, HR, Finance and government authorities.
- Strong working knowledge of Microsoft Excel and payroll or HRIS systems, with the ability to maintain accurate trackers, records and reports.
- High level of integrity, discretion and confidentiality when handling salary and employee information.
- Proactive problem-solving and strong follow-through on open issues.
- Professional proficiency in Arabic and English, both written and spoken.
- Willingness and ability to work full time at the Ismailia Free Zone facility.
