The National Aeronautics and Space Administration (NASA) is recruiting an executive leader for the role of Deputy Chief Information Officer (DCIO). The DCIO shapes the future of the Agency's digital infrastructure and information technology that enable America's return to the moon, sustaining presence in orbit around the earth, and advancement of science and discovery. Major duties

The Deputy Chief Information Officer: Serves as the CIO's principal strategic partner, overseeing daily IT operations and integrating Agency IT programs to ensure capabilities, investments, and risks align with NASA's mission. Shares oversight of over $2B in IT spending and directs a blended workforce of more than 1,500 civil servants and contractors. Leads and coordinates across a high-impact team of executives and organizational leaders to implement NASA's integrated IT enterprise, aligning Agency-wide strategy, governance decisions, architectures, and investments to enable exploration, science, and mission support at scale. Ensures disciplined stewardship of NASA's IT portfolio, guiding investment lifecycle processes-including approval authority for major initiatives-to deliver secure, technically sound, financially viable solutions in collaboration with Agency financial leadership. Leads digital transformation and innovation, advancing emerging technologies through structured pilots, enterprise scaling, and strategic insights that empower NASA's missions in an increasingly complex technological landscape. Provides strategic leadership for the talent development and workforce planning of NASA's IT community, ensuring the Agency maintains the technical and leadership capabilities and capacity needed for mission-critical IT services. Implements enterprise performance and accountability frameworks, using data-driven metrics to assess IT effectiveness, mission alignment, service quality, risk posture, and compliance. Establishes enterprise processes, controls, and performance standards to ensure OCIO programs are efficient, secure, integrated, and consistently meet mission and customer requirements. Guides the Agency's Enterprise Architecture (EA) program enabling alignment with mission programs and customer needs and cross-domain integration while ensuring compliance with federal requirements. Establishes and manages enterprise customer engagement frameworks, ensuring IT services are responsive, measured through service management practices, feedback mechanisms, and continuous improvement processes. Integrates cybersecurity across all IT operations and investments, collaborating with the CISO to ensure enterprise-wide implementation and continuous improvement of security controls.

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES) under a career appointment, you must clearly articulate and describe within your 2-page resume that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications MTQ related to this position. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQ, you may be disqualified. Any additional pages over the 2-page limit will not be reviewed. Your resume should include evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity, normally obtained over several years by serving in positions at the GS-15 level or equivalent. If you are (1) currently serving under a career SES appointment, (2) eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period), OR (3) have successfully completed a SES Candidate Development Program (CDP) and certified by OPM, you do not need to address the ECQs in your resume. However, your resume must clearly state that you are a current career SES, eligible for SES reinstatement, or SES CDP certified and year of certification. MANDATORY TECHNICAL QUALIFICATION (MTQ):

MTQ: Demonstrated executive leadership for enterprise-wide Information Technology (IT) strategy, governance, and integration across large, distributed organizations supporting research, technology, science, space flight and/or related industries. Demonstrated ability to manage multi million dollar IT budgets and drive innovation, leveraging emerging technologies and modern delivery models to advance mission objectives through transformative enterprise IT services and operations.
