Gender & Disability Inclusion Consultant / Lead Consultant
Key Responsibilities
The successful consultant will be responsible for:
Conducting a comprehensive gender analysis of the aquaculture value chain. Assessing the status and participation of young women in the aquaculture sector. Assessing the experiences and participation of young women and persons with disabilities. Identifying barriers and opportunities affecting women's participation, employment, leadership and entrepreneurship. Conducting a disability inclusion assessment across the aquaculture value chain. Assessing the capacity and readiness of implementing partners to deliver gender-responsive and disability-inclusive programming. Assessing safeguarding risks affecting women, girls and persons with disabilities. Mapping relevant actors, services and opportunities supporting gender equality and disability inclusion. Identifying opportunities for inclusive employment, enterprise development, leadership and market participation. Conducting stakeholder consultations with program partners, communities, young people, women-led enterprises, producer organizations, disability organizations, government institutions and other relevant stakeholders. Developing evidence-based recommendations to strengthen gender and disability inclusion throughout SAWA program implementation.

Methodology
The consultant is expected to use a participatory mixed-methods approach, including:
Literature and document review Key Informant Interviews (KIIs) Focus Group Discussions (FGDs) Community consultations Stakeholder workshops Institutional assessments Accessibility audits Observation Validation workshop The approach must ensure meaningful and accessible participation of women, youth and persons with disabilities, including reasonable accommodations where required.

The consultant will be expected to deliver:
Inception Report. Assessment methodology and data collection tools. Stakeholder Consultation Report. Draft Gender and Disability Inclusion Assessment Report. Validation Workshop Report. Final Gender and Disability Inclusion Assessment Report. Young Women Engagement Strategy. SAWA Gender Strategy. SAWA Disability Inclusion Strategy. PowerPoint presentation summarizing key findings and recommendations. Implementation Roadmap and Action Plan covering up to five years, including prioritized actions and monitoring indicators.
Required Qualifications & Experience
The ideal consultant should have:
An advanced degree in Gender Studies, Disability Studies, Social Development, Development Studies, Public Policy, International Development, or a related field. At least 10 years of professional experience in gender equality, disability inclusion and social inclusion programming. Demonstrated experience conducting gender analyses and disability inclusion assessments. Proven experience developing gender and disability inclusion strategies, particularly for donor-funded programs. Experience working with Organizations of Persons with Disabilities (OPDs). Strong knowledge of aquaculture, agriculture or rural livelihoods is highly desirable. Excellent qualitative and quantitative research skills. Strong facilitation, analytical and report-writing skills. Experience leading stakeholder consultations and participatory research processes.
Reporting Line
The consultant will report directly to the Gender, Youth and Social Inclusion (GYSI) Manager of Agri-Impact Limited and will work closely with the SAWA Program Team. Assignment Timeline
The consultancy is expected to be completed within 55–60 working days.
