1. Job Summary

Senior Human Resource Officer assist the Office Manager in establishing and maintaining the Company Human Resource Management System with responsibilities of providing support in the various human resource functions, which include recruitment, staffing, training and development,performance monitoring and employee counselling.

A Senior Human Resource Officer serves as a bridge between management and staffs, responsible for complying with workforce regulatory and statutory requirement from the Government and various authorities with regards to Employment and Employees’ welfare.

2. Responsibilities and Duties

  • Plan, organize, establish and maintain the Company Human Resource Management System and ensuring staff compliance to Company’s human resource policies and procedures.
  • Facilitate Company’s recruitment, selection and on-boarding programs through placement of recruitment advertisement online or print media, vetting/short-listing potential hire, schedule job interview, preparation of employment contract and conducting orientation/introduction of new staff.
  • Manage all training needs from preparation of training plan and maintaining the training matrix to selection of external training provider, scheduling of internal and external trainings and maintenance of staff training/certification record.Also handles the submission of CET (Continuing Education & Training) for BCA Registration, as well as processing of claims or reimbursements for applicable training.
  • Administration of foreign employees’ work passes, which include application, renewal and termination
  • Maintain and update staff particulars in ERP registry (personal details, certificates, biometrics, etc.) and monitoring Company’s manpower quota.
  • Manage Staff welfare and regulations through handling of grievances, counselling and disciplinary actions, monitoring employee’s probation, training and confirmation, process employee requests for sponsorship training and advise and assist in staff performance evaluation.
  • Facilitate and process HR appraisal within the Company
  • Prepare and submit Workman Compensation claims.
  • Planning and organizing Company’s event.
  • Updating of all staff job descriptions and specification record.
  • Maintain and contribute to the effectiveness of Integrated Management System (IMS)
  • Perform other duties assigned by Office Manager and Management

  • Timely dissemination of information and documents and timely updated of ERP records
  • Files and databases are accurate, updated and back-up on a regular basis
  • Ensure compliance to all regulatory, statutory, and Company established guidelines
  • Maintain an updated list of potential new hire and manage staff turnover rate
  • Timely and meticulous renewal of worker permits
  • Timely and accurate processing of all training, work injury claim, and insurance claims.
  • Identifies and resolves problems such that solutions are effective and mutually acceptable
  • Follow up and resolves problems in timely manner to keep project on track
  • Makes recommendations consistent with Company objectives
  • Keeps updated on latest in the field and attends all training offered
  • Continual improvement of skills and knowledge
  • Accountability is expected of this position.

5. Working Conditions

Senior Human Resource Officer is based in Head Office in air-conditioned environment and may subject to ergonomic hazards due to large amount of time spend working on computer.

6. Job Specifications

Qualification

  • Degree / Diploma in Human Resource Management,certified IHRP Professional or higher

Experience

5 year work experience in Human Resource function

  • Proficiency in Microsoft Office, Microsoft Outlook (Email) and basic knowledge in ERP is an advantage
