PUBLIC COMPETITION for admission to the service in the Administrative Department for Protocol, Information, Events and Projects for the position:

  1. Advisor 2. for public procurement and legal affairs – 1 executor, permanent full-time, with a mandatory probationary period of three (3) months.

General conditions:

  • adulthood
  • Croatian citizenship
  • health fitness to perform the duties of the position for which the person is being admitted

Special conditions:

  • university graduate study or university integrated undergraduate and graduate study or professional graduate study in the legal profession,
  • at least three (3) years of work experience in corresponding jobs,
  • passed specialist program in the field of public procurement,
  • active knowledge of the English language,
  • passed state exam,
  • computer literacy,
  • organizational abilities and communication skills.

Terms used in this Public Competition that have gender significance refer equally to both male and female gender. Work experience in corresponding jobs is defined by Article 13 of the Act on Officials and Employees in Local and Regional Self-Government (“Narodne novine”, numbers 86/08., 61/11., 04/18., 112/19. and 17/25.). Persons of both sexes may apply to the public competition in accordance with Article 13 of the Act on Gender Equality (“Narodne novine”, numbers 82/08. and 69/17.). Persons who have not passed the state exam of the prescribed level may also apply to the public competition, provided they pass it within one year from the start of service as determined by the decision on assignment to the position. Candidates who have not passed the specialist training program in the field of public procurement may also apply to the Competition, provided they pass it within one year from the start of service as determined by the decision on assignment to the position. For candidates applied to the public competition who meet the formal requirements, a preliminary check of knowledge and abilities essential for performing the duties of the position for which they are competing will be conducted. If a candidate does not attend the testing, it is considered that they have withdrawn their application to the public competition. An interview is conducted only with candidates who have achieved at least 50% of the points from the written testing. The application shall state the personal data of the candidate (name and surname, residential address, telephone/mobile number, email address), as well as a description of work experience in corresponding jobs.

Candidates are obliged to attach to the public competition:

  • a hand-signed application,
  • a CV,
  • proof of Croatian citizenship (copy of identity card, certificate of citizenship or electronic record from the register of citizens),
  • proof of the appropriate level of education and profession (copy of diploma or certificate of acquired academic title),
  • proof of work experience in corresponding jobs for a duration of at least three (3) years, it is necessary to submit the following documents:
  • an electronic record of employment status (e-radna knjižica) downloaded from the e-Građani system or a certificate of data recorded in the registry of the Croatian Pension Insurance Institute, which the Institute issues upon personal request of the insured at the counters of the regional branches/offices of the Croatian Pension Insurance Institute – not older than one month.
  • proof of work experience in the profession for a duration of at least three (3) years with the appropriate level of education (employer's certificate on the jobs the candidate performed or employment contract or decision on assignment or other evidence from which the jobs the candidate performed are visible). Note: the submitted evidence must clearly show which type of jobs were performed, the level of education for performing those jobs, and the time periods in which the candidate performed the stated jobs, which are recorded in the registry of the Croatian Pension Insurance Institute.
  • proof of passed specialist training program in the field of public procurement (certificate, in accordance with the Ordinance on training in the field of public procurement “Narodne novine” numbers 154/23., 94/25. and 86/26.), if possessed,
  • proof of active knowledge of the English language (certificate, confirmation, written statement)
  • proof of passed state exam, if possessed,
  • proof of computer literacy (certificate, confirmation, statement).

A person for whom an obstacle exists under Articles 15 and 16 of the Act on Officials and Employees in Local and Regional Self-Government cannot be admitted to the service, which will be checked ex officio by the Administrative Department for General Administration and Property-Legal Affairs. The certificate from the competent court that no criminal proceedings are being conducted against the candidate, the certificate of health fitness, and upon inspection of the original evidence of fulfillment of the formal requirements from the public competition, whose copies are attached to the application to the public competition, shall be submitted by the selected candidate before the decision on admission to the service is made.
