JOB DESCRIPTION – HR MANAGER Position: HR Manager Department: Human Resources Industry: Construction Reports To: General Manager / Managing Director / Top Management Job Purpose The HR Manager is responsible for leading and managing the full spectrum of Human Resources functions and ensuring that HR strategies, policies and practices are aligned with the Company’s business objectives and operational requirements. The role provides strategic and operational HR support to Management and project/site teams, while ensuring compliance with applicable Singapore employment legislation, manpower regulations and Company policies. Key Responsibilities

  1. HR Management & Strategic Partnership

Lead and manage the Human Resources Department and oversee the full spectrum of HR functions.

Partner with Top Management to develop and implement HR strategies aligned with the Company’s business objectives and manpower requirements.

Provide Management with HR advice on manpower planning, organisational structure, compensation, employee relations, performance and workforce matters.

Prepare HR reports, manpower statistics and recommendations for Management review and decision-making.

Develop, review and implement HR policies, procedures and SOPs to support operational requirements and good HR governance.

  1. Manpower Planning & Recruitment

Manage end-to-end recruitment and selection for corporate, project and site-based positions.

Work closely with Management, Project Managers and Department Heads to identify current and future manpower requirements.

Develop appropriate recruitment strategies to ensure timely deployment of manpower to construction projects.

Manage recruitment channels, agencies, interviews, salary proposals, offers and onboarding.

Monitor employee turnover, vacancies and manpower utilisation and recommend appropriate workforce solutions.

  1. Foreign Manpower & Work Pass Administration

Oversee employment administration relating to foreign workers and work-pass holders.

Ensure timely applications, renewals, cancellations and administration of relevant work passes and permits.

Monitor foreign manpower requirements and ensure compliance with prevailing regulatory requirements.

Coordinate matters relating to workers' accommodation, deployment, medical examinations, insurance and other employment-related requirements where applicable.

Maintain accurate employee and foreign-worker records and monitor expiry dates and regulatory deadlines.

  1. Payroll, Compensation & Benefits

Oversee monthly payroll processing and ensure salaries, overtime, allowances, deductions and other payments are accurate and processed on time.

Ensure appropriate administration of CPF contributions, statutory deductions, leave and employee benefits.

Review salary structures, allowances and benefits to maintain internal equity and market competitiveness.

Work with Finance to ensure proper payroll reconciliation and manpower cost reporting.

Maintain confidentiality and accuracy of payroll and employee information.

  1. Employee Relations & Industrial Relations

Address employee relations matters, grievances, complaints and workplace conflicts in a fair and timely manner.

Advise Management and supervisors on disciplinary matters, performance concerns and employee misconduct.

Conduct investigations and manage disciplinary processes where required.

Promote positive employee engagement and communication between Management, office employees and site-based workers.

Handle employee counselling, grievance management and conflict resolution.

Support Management in maintaining harmonious employee and industrial relations.

  1. Performance Management

Manage and coordinate the Company's performance management process.

Work with Department Heads and Project Managers to establish appropriate performance objectives and expectations.

Monitor completion of performance reviews and provide guidance to managers on performance improvement matters.

Manage Performance Improvement Plans (PIPs) where necessary.

Support Management in identifying high-performing employees, succession requirements and development opportunities.

  1. Learning & Development

Identify training and development needs in consultation with Management and Department Heads.

Develop and coordinate annual training plans and employee development programmes.

Maintain training records and monitor mandatory certifications and training requirements.

Coordinate relevant safety, technical, supervisory and management training with the appropriate departments.

Support career development and succession planning for key positions.

  1. HR Compliance & Governance

Ensure HR practices comply with applicable Singapore employment and manpower legislation and regulatory requirements.

Keep abreast of changes in employment legislation, manpower regulations and HR best practices and advise Management accordingly.

Maintain proper employee documentation, personnel files and HR records.

Ensure employment contracts, HR policies and practices are regularly reviewed and updated.

Support internal and external audits relating to HR, payroll and manpower matters.

  1. Site & Operational HR Support

Work closely with Project Managers, Site Managers and supervisors on site manpower and employee matters.

Conduct site visits where necessary to understand manpower requirements and resolve HR-related issues.

Support mobilisation and deployment of employees and workers across projects.

Manage employee attendance, leave, overtime, transfers and deployment matters in coordination with operations.

Support Management in addressing workforce issues that may affect project schedules and operational requirements.

  1. Other Responsibilities

Prepare HR budgets and monitor HR-related expenditure.

Manage employee onboarding, confirmation, transfers, promotions, resignations and terminations.

Conduct exit interviews and analyse employee turnover trends.

Participate in Management meetings and provide HR updates and recommendations.

Undertake HR projects and other duties assigned by Top Management.

Requirements Degree or Diploma in Human Resources, Business Administration or a related discipline.

Minimum 5–8 years of HR experience , preferably with experience in the construction, engineering, building or related industries .

At least 3 years in a supervisory or managerial HR capacity preferred.

Good knowledge of Singapore employment legislation and HR practices.

Experience handling foreign manpower/work-pass administration in a construction environment would be advantageous.

Hands-on experience in payroll, recruitment, employee relations, performance management and learning & development.

Strong interpersonal, communication, negotiation and problem-solving skills.

Ability to work effectively with Top Management, Project Managers, site supervisors, office employees and workers.

Strong organisational skills with the ability to manage multiple priorities and deadlines.

High level of integrity and ability to maintain confidentiality of employee and Company information.
