[What you will be working on]

Government data is only useful if people can find it, trust it, and act on it. This role exists to make that possible. The mission of GovTech's Data Programme is to deliver fit-for-purpose data assets and services for policy making, service delivery and operations across Whole of Government. The programme creates value through enablement, reducing friction for agencies so they can move faster and make better decisions in their work with existing government datasets.

You will be the service design lead across four interconnected technical initiatives:

  1. Standardised Data Platform
  2. Unified Frontend / DataHive
  3. Unified Serving Backbone
  4. Observability & Governance Infrastructure

About the Role

This is not a single-product role. You will be designing across a complex ecosystem, connecting agencies, public officers, data engineers, and policy teams, and making that ecosystem legible, navigable, and trustworthy for everyone who depends on it.

Responsibilities

  • Map and Design the End-to-End Service Experience: Define how agencies onboard and request data access, how public officers discover and use data products, and how governance and compliance touchpoints are surfaced throughout the journey.
  • Design for Human-AI Interaction:Design handoff points between automated data pipelines and human decision-makers, including agentic data workflows, confidence indicators, fallback states, and trust architecture across agency boundaries.
  • Translate Complexity into Clarity:Distil complex technical infrastructure into service journeys that non-technical stakeholders can understand, navigate, and act on.
  • Identify Failure Modes:Design for edge cases, error states, and the moments when the system does not behave as expected, before they reach users.
  • Collaborate and Influence:Work as a peer with product managers, data engineers, architects, and policy leads, co-shaping programme direction rather than executing downstream.
  • Define and Track Outcomes: Measure improvements in how agencies and public officers experience the data ecosystem, not just delivery of artefacts.
  • Establish Shared Patterns: Create reusable service patterns and interaction standards that scale across the programme and inform future data initiatives.

What it is like working here We build products that serve a variety of agency users, who use them to solve highly meaningful problems pertinent to our society, from transportation, to education, to healthcare. The public sector is full of opportunities where even the simplest software can have a big impact on people’s lives. We are here to improve how we live as a society through what we can offer as a government.

You will thrive here if

  • You see the whole programme as one design problem, not a collection of separate products.
  • You treat failure modes, edge cases, and error states as real design problems, not afterthoughts.
  • You are as comfortable in a technical architecture discussion as you are running a research session with a public officer.
  • You can hold ambiguity long enough to design something useful, and you know when to stop exploring and start deciding.

[What we are looking for]

  • 5+ years of experience in service design, product design, or UX, with meaningful time spent on complex, multi-stakeholder systems rather than single-product work.
  • A strong portfolio demonstrating systems thinking at scale, including service blueprints, journey maps, or ecosystem maps that show how you made something complex navigable.
  • Experience designing for AI-powered products or services, including prompt interfaces, streaming responses, error and fallback states, confidence indicators, or human-AI handoff points.
  • Cross-functional credibility, with a track record of working as a peer with engineering, product, data, and policy teams.
  • Strong research skills, including the ability to select appropriate methods, synthesise findings across diverse stakeholder groups, and translate insights into programme-level decisions.
  • Clear, confident communication with senior stakeholders, including the ability to present design rationale to technical leads and government leaders.
  • You may come from a product design, UX, or service design background. What matters is systems thinking at scale.

Nice to have

  • Experience with data governance, data platforms, or data infrastructure products.
  • Familiarity with conversational interfaces, agentic systems, or AI product design patterns.
  • Experience with prompt engineering, LLM evaluation, or AI product development workflows.
  • Experience designing for government, enterprise SaaS, or highly regulated environments.
