Your tasks

As the Product Policy Lead for the Healthtech Cluster, you will drive policy outcomes across the cluster’s health products and establish the product policy capability for the cluster. You will work directly with product teams, MOH and the public healthcare family to identify blockers, develop pragmatic policy strategies, and align digital products with regulatory, clinical, operational and public interest needs. You will start as an individual contributor leading the policy agenda for the cluster, and over time build and lead a team of product policy officers.

Leading the cluster policy agenda

  • Identify and prioritise system-level opportunities for policy intervention across the cluster’s product portfolio, and sequence the work that matters most
  • Coordinate policy positions across multiple product teams so that roadmaps collectively address national health priorities and the cluster’s mandate
  • Scan the digital health, clinical and regulatory landscape and translate developments into strategic insight for cluster leadership and agency partners

Policy–product integration

  • Translate policy intent and constraints — including medical regulation, clinical governance and health data requirements — into actionable guidance for product teams
  • Help MOH and healthcare institutions understand how product design choices intersect with health policy goals, and what digital transformation makes possible
  • Advise on trade-offs between user experience, compliance, clinical and operational risk, and health system outcomes

Strategic problem solving

  • Identify systemic barriers to effective digital delivery in healthcare (e.g. outdated policies, fragmented approvals, unclear decision rights between policy, ops and tech)
  • Co-develop solutions with internal and external stakeholders that balance compliance with innovation while prioritising patients
  • Use systems thinking and data — including product and user behaviour insights — to assess the long-term implications of policy–product decisions

Stakeholder engagement

  • Establish trusted partnerships with senior leaders across MOH, the healthcare clusters and related agencies to secure access, alignment and delivery conditions for product teams
  • Work closely with product managers, designers, engineers, legal and policy teams
  • Communicate clearly and persuasively across technical, clinical and policy audiences

Building the team

  • Establish how product policy operates within the cluster — engagement model, standards and ways of working with product teams and agencies
  • Recruit, mentor and manage product policy officers over time, setting clear expectations and creating growth pathways
  • Contribute to the Whole-of-Government Product Policy practice — hiring, standards and calibration — as part of its leadership group

Writing & communication

  • Craft memos, policy notes and briefs that frame product issues in clear, policy-aligned terms for senior decision-makers
  • Present recommendations to cluster leadership, agency partners and external stakeholders with clarity and persuasion

Requirements

[What we are looking for]

  • Government Acumen: Deep understanding of how regulations, governance processes and public accountability shape digital delivery. Familiarity with Singapore’s public sector is a strong advantage.
  • Healthcare Domain Familiarity: Experience in public healthcare is prioritised — e.g. health policy, healthcare financing and regulation, clinical governance, health technology assessment, healthcare delivery, health data management or community care.
  • Product Orientation: Comfortable working with digital product teams, understanding product life cycles and prioritising user needs. Able to assess how tech decisions drive or hinder policy outcomes.
  • Systems Thinker: Able to challenge entrenched systems, anticipate downstream impacts, navigate ambiguity and identify root causes in complex environments.
  • Senior Stakeholder Influence: Proven ability to build trust with and influence senior leaders across a public ecosystem, and to deliver outcomes through others.
  • Leadership & Ownership: Self-starter who sets direction independently and takes responsibility for outcomes. Experience recruiting, developing and managing people, or leading major cross-functional initiatives.
  • Strong Communicator: Excellent written and verbal communication. Able to synthesise complexity and convey compelling recommendations, especially to senior leadership.
  • 8+ years of experience in public policy, product strategy, regulatory affairs or related fields, including at least 3 years leading teams or major initiatives
  • Demonstrated experience in roles requiring cross-functional alignment, policy interpretation or product delivery
  • A background in public sector work, healthcare policy or operations, management consulting, or technology policy is advantageous
  • DDs and Directors (MX10 / MX9-equivalent) from the Singapore Public Service are welcome to apply; remuneration will be commensurate with relevant experience.
