Program Planner

Major duties
- Plans and directs agency-wide operational and technology projects and programs from inception to completion.
- Coordinates information sharing and collaborates ion with internal and external customers, stakeholders, contractors, managers, and executives.
- Develops and revises documentation for Acquisition packages, including Statements of Work, Market Research Reports, Independent Government Cost Estimates (IGCE), and Justification and Approvals.
- Provides advice, guidance, requirements, and recommendations on programs, projects, and technologies to executives, managers, developers, and stakeholders.
- Develops agency directives, memorandum, agency-wide policy statements, and other written guidelines.
- Performs business process analysis and studies to support current and future projects and systems.
- Conducts program review and business analysis to support initiatives and business resolutions.
Qualifications
To qualify for the Program Planner, PG-0301-13, applicants must possess one year of specialized experience equivalent to the PG-12 grade level in the Federal Service that include: Planning, executing, and closing team and individual projects. Coordinating and sharing information with executives and stakeholders. Conducting business analyses and presenting recommendations for improvements. Identifying and assessing opportunities that help identify threats and risks to that help identify threats and risks to programs, projects, and operations. Working with acquisition organizations to develop acquisition packages to support project and program activities, such as statements of work, Independent Government Cost Estimates (IGCEs), market research, and source selection documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience obtained by the closing date of this announcement will be considered.
