Management and Program Analyst (Financial Programs)

Major duties

• Facilitates implementation of sufficient Oracle/GBIS baseline functions to functionally support vital work, processes key information, internal projects, and reporting requirements.
• Establishes project objectives consistent with the overall program, strategic goals, objectives, management direction, and cost expectations.
• Reviews and analyzes financial and program data generated from enterprise financial systems and relates applications to identify trends, variances, anomalies, and risks impacting program performance.
• Develops new interpretations of policy, establishes analytical frameworks, and documents guidance for use by program officials across organizational lines.

Qualifications

To qualify for the Management and Program Analyst (Financial Programs), PG-0343-13, you must meet the following requirements: Applicants must possess one year of specialized experience that is equivalent to at least the PG-12 grade level in the Federal service or equivalent experience in the private or public sector, which includes: (1) Overseeing financial management projects and programs. (2) Utilizing financial systems such as Business Intelligence (BI), Program Operations Management System (POMS), Oracle, etc. and excel to produce monthly billing and Ad-Hoc reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
