As a Facility Operations Specialist (FOS), you will serve as a Facility Manager Coordinator, providing oversight, guidance, and support to all Facility Managers (FM's) on site. You will provide management oversight and facilitation of the Facility Manager Program, including working with the designated NASA Technical Monitors for facilities and with the individual FMs. NASA may fill positions in any of the grades and locations listed in this announcement.

Major duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Lead the coordination of work by Operations and Maintenance contractors with limited to no support from the supervisor.
  • Lead the development and implementation of new ideas, programs, or approaches significantly improves efficiency and/or reduces the administrative burden on customers.
  • Identifies, proposes and implements appropriate and effective methods to streamline processes and/or more efficiently use of resources. Efforts result in substantial savings of time or money and/or substantial increase in productivity.
  • Utilize the Work Control Telephone number and/or Management Operations Services and Information system (MOSI) to submit, review or track work requests.
  • Utilize the Computerized Maintenance Work Management System and other tools available to perform Quality Assurance Inspections and monitor work.
  • Assign work to Facilities team members and provide guidance as needed.
  • For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: participating on a team and communicating with internal/external stakeholders to facilitate the operational capability of assigned facilities; following operational procedures and standards to ensure work performed complies with facility/subcontractor safety plans and specifications (e.g. building, environmental, construction); utilizing asset data management or environmental data management system and documenting potential work-impacting issues to support process improvement initiatives. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: participating on a team and providing technical support to ensure the operational capability of assigned facilities (e.g., mechanical /pneumatical / water systems, etc.); performing inspections and creating solutions to potential issues to avoid impacted work following operational procedure, configuration mandates, standards of facility operation; and participating in activities to address maintenance and/or enhancements of facilities. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: providing technical support to ensure the operational capability of assigned facilities (e.g., mechanical /pneumatical / water systems, etc.); providing guidance on inspections and recommending solutions to potential issues to avoid impacted work following operational procedure, configuration mandates, standards of facility operation; and mentoring others in the maintenance and/or enhancements of facilities.
