HR and Admin Manager
The Global Centre for Maritime Decarbonisation (GCMD) was established as an independent, non-profit organisation on 1 August 2021 to help international shipping decarbonise through pilots and trials. Its mission is to support decarbonisation through four pillars: shaping standards, deploying solutions, financing projects, and fostering collaboration across sectors.
GCMD was founded with the support of industry partners, alongside funding from the Maritime and Port Authority of Singapore (MPA) for qualifying research and development programmes. Since its founding, GCMD has expanded its ecosystem to include more than 130 centre- and project-level partners contributing funds, expertise, and in-kind support to pilot, accelerate the deployment, and scale the adoption of decarbonisation solutions.
GCMD has launched four key initiatives to close technical and operational gaps in: enabling ammonia as a marine fuel, developing an assurance framework for drop-in green fuels, unlocking the carbon value chain through onboard carbon capture and articulating the value chain of captured carbon dioxide, as well as closing the data-financing gap to scale the adoption of energy efficiency technologies.
GCMD is strategically located in Singapore, the world’s largest bunkering hub and busiest transshipment port.
Key responsibilities
GCMD is looking for an HR & Administration Manager to manage day-to-day HR operations and work closely with the Chief Corporate Development Officer (CCDO)on people matters. In our small team, this is a hands-on role for someone who can apply sound HR judgment, keep processes running well, and turn new policies into practical ways of working.
- Prepare the annual manpower budget in consultation with the Chief Corporate Development Officer, covering planned headcount, compensation, benefits and recruitment costs.
- Coordinate recruitment when needed, from preparing job postings and arranging interviews to supporting offers and new hires.
- Manage onboarding, leave administration, performance review processes and offboarding.
- Administer the HR information system (HRIS), maintain accurate employee records, and coordinate payroll inputs and statutory submissions.
- Work with the external payroll agent to ensure salaries are paid on time and payroll calculations, including statutory contributions, are accurate.
- Administer employee benefits and insurance, assess how well they meet staff needs, and recommend improvements.
- Work with managers to identify training and development needs for individual staff and the organisation. Source suitable programmes and track training plans and expenditure.
- Support staff engagement and team activities, and work with managers to foster a respectful and collaborative workplace.
- Help develop, update and implement HR policies, the employee handbook and standard operating procedures.
- Advise staff and managers on HR policies and routine employment matters, escalating sensitive or complex issues as appropriate.
- Manage work pass matters and help ensure HR practices meet Singapore employment requirements.
Qualifications and experience
- Bachelor’sdegree in Human Resources, or related field
- Solid hands-on HR experience, preferably in a small or mid-sized organisation.
- Good working knowledge of Singapore employment practices and statutory requirements.
- Experience with recruitment, benefits administration, HR systems and employee processes.
- The judgment to handle confidential matters, the initiative to improve how things are done, and the flexibility to work across both HR and administration.
- Strong organisational and communication skills, with a practical, service-orientedapproach.
