Public Notice - Environmental Protection (Direct Hire)

NASA may fill positions in various organizations and Centers in any of the advertised grade level listed in this announcement. These roles support NASA's environmental compliance and planning efforts, manage environmental projects, ensure compliance with federal, state, and local environmental laws, and communicate technical information to agency leadership, personnel, and the public to support informed and defensible environmental decisions.

Major duties

• Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
• Support development of National Environmental Policy Act documents ensuring that all documents contain scientifically supported analysis/mitigation measures and are of high/professional quality and supportive of defensible decisions.
• Prepare technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality as applicable.
• Define requirements, develop scope of work, project schedules and manage a variety of environmental projects, service contracts, and agreements.
• Provide support of environmental design reviews, compliance assistance, environmental checklist, stakeholder engagement, and National Environmental Policy Act actions with NASA Center as the lead or cooperating agency.
• Develop oral and written technical environmental briefings, presentations, and reports to convey information to agency officials and personnel at all levels and to the general public.
• Develop and implement environmental design mechanisms for mitigating and monitoring of adverse impacts or avoiding adverse impacts to environmental, energy, natural resource, archaeological or land use planning.
• Advise on Federal, State, and local laws and regulations, documentation and reporting requirements and make recommendations significantly changing, interpreting, or expanding important environmental policies and programs.
• For supervisory positions, you will perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-11, you must have: a) One year of directly related specialized experience equivalent to the GS-09 level: Performing environmental analysis on assigned projects or programs; recommending environmental solutions to solve technical problems under supervision; and preparing technical documentation in support of environmental projects or programs requirements. OR b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field OR c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field OR d) LL.M., if related OR e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Conducting environmental regulatory analysis for center projects or programs; applying environmental recommendations with limited supervision; and producing technical reports and recommendations. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Conducting complex environmental work; serving as subject matter expert on moderately complex environmental programs; leading environmental projects; and integrating multi-discipline technical requirements.
