The HR Admin is responsible for managing core human resource operations, foreign workforce administration, and site personnel logistics across the group's construction entities. This role takes ownership of foreign worker payroll calculations (approx. 230 pax), work pass transactions, dormitory housing arrangements, training compliance, and workplace injury claim processing (WIC).

Key Responsibilities & Duties

  1. Foreign Workforce Payroll & Administration
  • Payroll Calculation: Responsible for accurate monthly salary calculation, OT claims, site allowances, and unpaid leave deductions for approximately 230 foreign employees.
  • Work Pass Transactions: Handle applications, renewals, cancellations, and tax clearances (IR21) for foreign worker
  • MOM Levy Management: Monitor monthly foreign worker levy billing and apply for MOM Levy Waivers (e.g., for home leave, hospitalization) to optimize company manpower costs.
  1. Dormitory, Onboarding & Offboarding Logistics
  • Dormitory Management: In charge of dormitory check-in/out arrangements, housing registration, address updates in MOM systems (OFWAS), and compliance with foreign worker housing standards.
  • Offboarding & repatriation: Handle full offboarding procedures for foreign workers, including booking air tickets, repatriation arrangements, work pass cancellations, and final tax/payroll clearance.
  • Onboarding & Induction: Coordinate arrival logistics, medical check-ups, and onboarding processes for new foreign hires
  1. Injury Claims & Incident Management
  • Workplace Injury Claims (WIC): Manage end-to-end worker injury cases, including filing incident reports with MOM (iReport), liaising with insurance companies for Work Injury Compensation claims, tracking hospital/clinic medical bills, and coordinating medical leave/light duty arrangements.
  1. Training, Engagement & Company Events
  • Training Arrangements: In charge of sourcing, scheduling, and registering workers for mandatory safety induction courses (e.g., AWSHCS/CSOC), skill upgrade courses (R1/R2 certifications), and required site compliance training.
  • Company Event Support: Support the planning, coordination, venue/catering setup, and logistics for company events, festive celebrations, annual dinners, and staff welfare activities.
  1. General HR Operations & Ad-Hoc Support
  • Employment Documentation: Prepare employment contracts, confirmation letters, and official workforce correspondence.
  • Personnel Records: Maintain updated, confidential personnel files, digital HR databases, and foreign workforce headcount records.
  • Employee Relations: Handle worker inquiries regarding salary, leave, housing, or medical claims.
  • Ad-Hoc Duties: Perform any other HR, administrative, or operational duties assigned by management from time to time.

Requirements & Qualifications

  • Min Diploma in Human Resource Management, Business Administration, or a related discipline.
  • Minimum 3 years of relevant HR operational experience in the construction or engineering with proven experience handling foreign worker administration and payroll (200+ pax).
  • Proficiency in spoken and written Mandarin will be an advantage, as the candidate will need to liaise directly with Chinese-speaking site supervisors, workers, foreign workforce personnel, and vendors who communicate primarily in Chinese.
  • Proficient in Microsoft Excel (for salary calculations and tracking sheets) and Microsoft Office applications.
  • Strong organizational ability to handle high-volume logistics (dormitories, ticketing, training schedules).
  • High level of integrity, discretion, and ability to handle sensitive employee and medical data.
  • Proactive and capable of working independently in a fast-paced environment.
