This position is located in the USDA Food and Nutrition Administration, Deputy Administrator of Nutrition Research and Regulations, Office of Research.

Major duties

  • Acts as project leader for the Agency in the formulation of programs and special, high-priority efforts analyzing and interpreting complex Executive Orders, Public Laws, regulatory policies, regulatory agenda/plans, and similar.
  • Determines areas needing policy/procedures/guidance pertaining to Paperwork Reduction Act and/or Administrative Procedures Act or related regulations or Executive Orders.
  • Collaborates with heads of other units to negotiate, decide on and/or coordinate work-related changes affecting other units pertaining to Paperwork Reduction Act, the Administrative Procedures Act, or related laws and regulations.
  • Develops a program of training and ongoing technical advice and assistance to Agency employees on the regulatory process.
  • Represents FNA in all information collection and regulatory matters at both the Department and Federal levels.
  • Plans, drafts and prepares position papers/briefing sheets/decision memos for senior Leadership.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as: Interpreting and applying Administrative Procedure Act (APA) statutory frameworks and its implications for federal regulatory and information collection activities; Managing end-to-end Paperwork Reduction Act clearance lifecycles and its requirements for federal agencies' information collection activities; and Overseeing professional staff, establishing operational priorities and managing workloads.
