JOB RESPONSIBILITIES
The Lead Specialist of the Center performs the following duties:
- Carries out work on collecting and systematizing information on the activities of small and medium-sized enterprises supervised by the Center.
- Participates in the organization of the Center's events.
- Participates in the development of draft long-term and annual work plans for the Center.
- Prepares the necessary materials for conducting competitive procedures for the ordering of services and works within the framework of the state assignment.
- Provides assistance to small and medium-sized enterprises in obtaining state support.
- Participates in the preparation of summary reports on the results of the Center's work.
- Ensures the formation, maintenance, and storage of the database and archival documents regarding the Center's activities.
- Participates in achieving the performance indicators of the state assignment assigned to the Center.
- Ensures the identification of engineering companies and other organizations and individual entrepreneurs performing works or providing services necessary to achieve the Center's goals, and the maintenance of a database of such companies, organizations, and individual entrepreneurs.
- Carries out monitoring of the activities of small and medium-sized enterprises that have been provided with the Center's services.
- Carries out monitoring and maintenance of a database of engineering companies operating within the territory of the constituent entity of the Russian Federation, including those that are small and medium-sized enterprises, and provides the necessary information for the formation (updating) of the register of small engineering companies.
- Prepares materials for presenting the Center's activities.
- Interacts with the Foundation for Assistance to Small Innovative Enterprises in the Scientific and Technical Sphere, organizations and institutions of the autonomous okrug, and grant recipients on matters regarding the organization and support of the UMNIK program in the autonomous okrug.
Requirements
Work experience in a specialized organization of an industrial cluster. The Lead Specialist must know:
- the basics of the legislative framework for entrepreneurial and investment activities (investment legislation of the Russian Federation and Khanty-Mansi Autonomous Okrug – Yugra);
- theoretical foundations of analyzing the financial and economic activities of an economic entity;
- theoretical foundations of managing state and municipal finances;
- theory and practice of management and business administration;
- theoretical foundations of investment activity;
- principles of forming the system of state and municipal finances, budgets of various levels, and the main components of the budget process;
- the set of economic relations in the process of formation, distribution, and use of public finances;
- economic foundations of organizational behavior and various market structures;
- principles of organizational development and patterns of organizational functioning;
- principles, methods, and techniques for assessing assets, investment projects, and organizations;
- main motives and mechanisms of decision-making by state regulatory bodies;
- the basics of the Center's organization;
- at least one foreign language;
- basics of computer literacy, office software;
- rules and norms of occupational safety.
1.2. The Lead Specialist must have the following skills and abilities:
- the ability to provide consulting services to commercial and non-profit organizations of various legal forms on matters defined by the Center's functions;
- the ability to collect, process, analyze, and systematize information on investment activities, and select methods and means for solving research tasks.
