The Regional Administrator serves as the senior Federal Transit Administration (FTA) official for Region 8 and provides executive leadership, direction, and oversight for the administration and implementation of FTA programs and initiatives throughout the Region.

Major duties

The Regional Administrator: Exercises executive direction over the Region's public transportation programs and is responsible for ensuring the effective administration and oversight of Federal transit assistance. The Regional Administrator oversees a portfolio of complex grants and projects that may extend over multiple years and involve significant Federal investment, major infrastructure improvements, and substantial coordination among Federal, State, local, and other stakeholders. Is responsible for ensuring that projects and programs are effectively managed, Federal funds are appropriately administered and protected, and FTA statutory, regulatory, programmatic, and policy requirements are carried out throughout the Region. Provides executive leadership and direction for FTA programs and activities throughout Region 8 and ensures the effective implementation and administration of applicable Federal public transportation laws, regulations, policies, and programs. Represents the FTA Administrator throughout the Region and serves as a senior FTA representative in interactions with State and local government officials, Congressional offices, public transportation agencies, transportation organizations, industry representatives, other Federal agencies, and other stakeholders. Directs the planning, implementation, administration, and oversight of FTA programs through the Regional Office. Establishes regional priorities and ensures that organizational resources are appropriately aligned with FTA program requirements, Departmental priorities, and Regional responsibilities. Establishes Regional program objectives and priorities and directs the development and execution of Regional plans for accomplishing FTA programs and initiatives. Ensures Regional activities comply with applicable laws, regulations, national policies, program requirements, and FTA guidance. Provides executive direction for the administration and oversight of Federal public transportation grants and financial assistance programs, including activities involving planning, engineering, design, construction, environmental review, operations, project management, and other program areas within FTA's statutory and regulatory responsibilities.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated executive-level experience leading and managing complex public transportation or transportation programs, including the administration and oversight of Federal grants, major capital projects, financial assistance programs, and associated programmatic, financial, technical, and regulatory requirements. TQ 2. Demonstrated executive-level experience establishing and maintaining effective relationships with senior Federal, State, and local officials and other transportation stakeholders to address complex or sensitive transportation policy and program issues, resolve significant challenges, and advance organizational priorities. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Education

If you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Requirements
