Supervisory Procurement Analyst
The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as aSupervisory Procurement Analyst. This Job Opportunity Announcement (JOA) may be used to fill other Supervisory Procurement Analyst, GS -1102- 14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Major duties
- Leading a team of acquisition professionals and developing them into the next generation of contracting leaders.
- Shaping the acquisition policies that guide how the agency buys every product and service it needs to serve TSP participants and beneficiaries.
- Serving as the trusted acquisition advisor to senior executives and program offices, helping them find smart, compliant ways to meet their mission needs.
- Driving improvements across the agency's acquisition program, using data to spot problems and lead the changes that move the agency toward its strategic goals.
- Running the agency's key acquisition programs as Competition Advocate, Small Business Specialist, Acquisition Career Manager, and Purchase Card Program Manager.
Qualifications
This announcement is issued under the Direct-Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. Appointee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one-year probationary period. Under this DHA announcement applicants who meet the basic qualification requirements will be forwarded to the Selecting Official. Veterans' preference, Category Rating and traditional rating and ranking of applicants does not apply under the Direct-Hire Authority. To qualify for this position applicants must meet the Basic Experience requirement and the Specialized Experience as described below. Basic Experience: Completion of at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS-13, in the federal government. Specialized experience is defined as: One year of specialized experience equivalent to the GS-13 level in the federal service that includes: a) interpreting acquisition policies and regulations to guide how an organization plans, awards, and manages contracts; b) advising managers and program officials on acquisition strategies to support sound purchasing decisions; c) planning complex acquisitions to meet an organization's mission needs at a fair and reasonable price; d) evaluating acquisition processes or performance data to improve how an organization buys goods and services; and e) applying procurement laws and regulations, such as the Federal Acquisition Regulation (FAR) or comparable state or local procurement codes, to ensure contracts comply with legal requirements. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education
