Program Analyst, CG-0343-9/11 (FPL12)

This position is located in the Division of Insurance and Research, Headquarters of the Federal Deposit Insurance Corporation and provides support with variety of duties and responsibilities to ensure that the Division is operating in an efficient and effective manner in accordance with the established policies, procedures and regulations. Major duties

At the full performance level, major duties include: Conducts detailed analysis of the business operations within the Division's internal control program to verify appropriate controls are in place to identify risk. Evaluates and assesses business units to ensure compliance with the Corporate internal control program and the Division's policies and procedures. Reviews and evaluates work paper documents and analyzes the effectiveness of business processes and determines compliance in meeting the organization's established goals. Reviews and assesses external audit reviews, obtains requested information from Division staff, analyzes and drafts audit responses, and develops follow-up procedures, if necessary. Performs cost-benefit analysis and assists in the formulation, justification, and monitoring of the Division's budget. Monitors budget performance on a monthly basis and analyzes budget trends. Investigates, identifies, and explains budget variances to managers and staff. Analyzes data and information using quantitative and qualitative analytical techniques and resources in the preparation of work products.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the CG-09, applicants must have: one (1) year of specialized experience equivalent to at least the CG-07 grade level or above in the Federal service. Specialized experience is defined as experience performing operational, analytical, and technical assignments to include developing and applying program management principles and practices. Familiarity with Microsoft suite tools. OR a master's or equivalent graduate degree (such as an LL.B or J.D., if related) or two (2) full years of progressively higher level graduate education leading to a master's degree. OR a combination of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. To qualify for the CG-11, applicants must have: one (1) year of specialized experience equivalent to at least the CG-09 grade level or above in the Federal service. Specialized experience is defined as experience performing operational, analytical, and technical assignments to include developing and applying program management principles and practices relating to coordinating projects, developing requirements packages for related services in accordance with established policies, procedures, and regulations. OR a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR a combination of education and experience that meets the requirements for the CG-11. You must have graduate level education as described above, beyond the 2nd full year of graduate level education and specialized experience as described above that together meet the qualification requirements for this position.
