Supervisory IT Specialist
Serves as a Supervisory IT Specialist in the Project Support Section, AMK-244.
Major duties
Supervises a team of technical staff members, performing the full range of supervisory duties. Reviews work from staff ensuring compliance (internal/external) with applicable laws, regulations, policies, procedures, accuracy, and timeliness. Staff are responsible for providing planning, development research / assessment, requirements analysis, technical analysis, system development and operational/maintenance support of national governmental computer systems for the Department of Transportation (DOT) and other federal agencies. Individuals apply experience and comprehensive technical knowledge as well as understanding and communication of new technologies and methodologies, solving complex problems and developing improved technical processes. Applies analytical process to the principles, methods, and procedures used for the automated control of a process, including tractability of user requirements, planning, design, development and maintenance of associated software, hardware, and systems. Applies experience and comprehensive process and technical knowledge of all aspects of change management and release management, as well as business/functional policies and procedures, and has a detailed quantitative and qualitative understanding of the required business outcome, in terms of both technical (IT) and functional requirements. Ensures cross learning opportunities within the team and with other technical and functional teams. Presents to upper management known issues and/or deviations, solutions, and delivering value. Individual has on the job experience utilizing DevOps and Agile (SAFe) methodologies. Managerial duties include but are not limited to: communicating the organization¿s vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, leadership of individuals and teams, defining and taking action. Contributes to the budget planning process and short/long term needs. Requiring comprehensive knowledge of technical aspects of work directed knowledge of budget aspects, human resource acknowledgement, and experience following administrative policies and procedures. Resolves all but unique technical problems without the intervention of upper-level management, does communicate directly with upper-level management to jointly resolve issues. Work activities typically impact directly on the objectives of one or more major subdivisions and may impact on the objectives of the FM. Applying service support elements of the Information Technology (IT) best practices within Information Technology Infrastructure Library (ITIL) standards. Managing operations in a complex, integrated Oracle ERP environment, including standards & leading practices in developing custom extensions and customization of Oracle E-Business suite of applications.
Qualifications
To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with Oracle Enterprise Business Suite, Oracle Federal Financials 12.1 or higher, Oracle Database 12C or higher, Service Oriented Architecture (SOA), Oracle Business Intelligence (OBIEE), and/or Oracle PL/SQL. AND Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

ALSO Quality Ranking Factor (QRF): Well-Qualified applicants will possess documented experience managing project implementations, patch deployments, Tier 3 helpdesk escalation workflows, and proactive or emergency security patching schedules within an Oracle E-Business Suite (EBS) and SplashBI environment to ensure compliance with federal vulnerability directives (e.g., CISA Binding Operational Directives/Executive Orders). Proven experience leading teams through federal financial or security IT audits (e.g., FISMA, ITGC), developing audit finding remediation plans, and enforcing separation of duties (SoD) within enterprise software. Possession of recognized certifications in SAFe frameworks (e.g., SAFe Agilist, SAFe RTE), Kanban (e.g., KMP), or IT Service Management (e.g., ITIL v4).
