This position serves as a Supervisory Program Manager in the Acquisition Lifecycle, Governance and Oversight (ALGO) directorate within the Office of Acquisition, Program Management, and Performance (OAPMP). The incumbent serves under the general direction of the ALGO Director. The incumbent is responsible for leading the development, maintenance, and continuous improvement of the Department's acquisition lifecycle, including policies, standards, governance architectures, and methodologies.

Major duties

THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION The incumbent must have strong and specific experience and expertise in program management principles through leadership and management positions in leading and implementing major programs; the development and implementation of program documentation, plans, and briefings, and specific expertise in qualitative and quantitative problem solving using critical thinking and decision making. Additionally, the Supervisory Program Manager will provide portfolio oversight, governance framework implementation, and compliance monitoring activities that ensure VA's major acquisition programs execute effectively, remain aligned with strategic objectives, and deliver intended mission outcomes. Duties include, but are not limited to: Leads, directs, and supervises a multidisciplinary workforce responsible for acquisition lifecycle governance, program and portfolio oversight, performance assessment, risk management, and related program management activities. Establishes priorities, assigns and evaluates work, develops performance standards, identifies workforce and developmental needs, and ensures effective use of Federal and contractor resources. Leads the implementation, operation, evaluation, and continuous improvement of enterprise lifecycle governance frameworks for complex, high-risk, and high-visibility acquisition programs. Develops and implements governance processes, decision structures, lifecycle gates, evidence requirements, escalation mechanisms, and accountability structures that support informed executive decision-making. Provides enterprise-level oversight of major acquisition programs and evaluates program health and execution across cost, schedule, performance, risk, requirements, resources, dependencies, and intended mission outcomes. Applies advanced program and project management principles, methods, and analytical techniques to evaluate program execution, lifecycle readiness, performance trends, baseline integrity, risks, interdependencies, and organizational effectiveness. Assesses program and portfolio information to identify systemic performance issues, emerging risks, cross-program dependencies, and conditions requiring corrective action, escalation, re-baselining, or senior leadership intervention. Develops authoritative analyses, recommendations, decision materials, executive briefings, and other products supporting senior leaders responsible for major program investment, lifecycle, governance, and oversight decisions. Translates Federal statutes, regulations, policy, oversight recommendations, and Departmental requirements into practical lifecycle governance policies, standards, processes, controls, and implementation mechanisms. Leads or facilitates cross-functional governance activities and executive-level program reviews involving mission owners, program and project managers, acquisition professionals, financial management, information technology, human capital, and other enterprise stakeholders. Establishes and monitors approaches for assessing program performance, risk, governance effectiveness, compliance, and corrective actions and uses qualitative and quantitative information to recommend improvements in program execution and enterprise oversight. Builds effective relationships across organizational boundaries and provides authoritative advice to senior leaders, program executives, program managers, and other stakeholders on complex acquisition lifecycle governance and major program management issues. Work Schedule: Monday - Friday, 8:00am - 4:30pm EST. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Applying advanced program and project management principles and practices to plan, manage, evaluate, or oversee complex programs or portfolios, including assessment of cost, schedule, performance, risk, requirements, dependencies, resources, or mission outcomes;
  • Leading, developing, implementing, or improving lifecycle governance or program oversight processes, such as milestone or gate reviews, executive decision processes, program baselines, evidence requirements, risk and escalation processes, or performance reviews;
  • Analyzing program or portfolio health and performance to identify risks, variances, systemic issues, or execution challenges and developing recommendations for corrective action, management intervention, or senior leadership decision;
  • Leading multidisciplinary teams or organizational functions and coordinating work across multiple functional areas or stakeholder organizations to accomplish complex program objectives; and
  • Developing and presenting analyses, recommendations, decision materials, or executive briefings concerning complex program management, lifecycle governance, performance, or risk issues to senior leaders or decision-making bodies.

Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Requirements: The work is primarily sedentary and performed in an office setting. Some walking, standing, or carrying light items may be required. Occasional travel and extended hours may be necessary, but no special physical demands are typically involved. The work is performed in a typical office environment with normal safety precautions. The workspace is adequately lighted, heated, and ventilated. Occasional travel may be required, but the work environment does not involve significant risks or discomforts.
