Management and Program Analyst
The Department of Veterans Affairs seeks a Management and Program Analyst in the Enterprise Procurement Office, Denver Logistics Center (DLC), supporting program and project management activities to help Veterans, their dependents, and survivors access nationally contracted prosthetic and prosthetic-support devices by providing critical information, guidance, and assistance that ensure timely and effective procurement and availability.
Major duties
The incumbent serves as the program analyst for the DLC performing duties such as staff administration, analysis, developing, evaluating, or promoting improvements in the policies, plans, methods, procedures, systems, or techniques of DLC programs. The major duties and responsibilities include but are not limited to: Provides comprehensive project support to the Denver Logistics Center (DLC), ensuring effective coordination and execution of long-standing commodity programs, emerging program initiatives, and assigned special projects. Engages with all levels of internal management, Program Leadership, and Senior Executive Service leadership to define project goals and objectives, ensuring alignment with organizational priorities and operational needs. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range. Identifies problem areas and re-adjusts schedules and deadlines to accommodate issues. Leads project studies and planning efforts and assist DLC management, staff, and customers to ensure projects progress according to schedule, cost, and quality expectations. Analyzes project data, requirements, and impacts to identify issues and determine effective resolutions, and manage project resources to achieve established goals and objectives. Tracks and supports multiple concurrent projects and maintain project milestones, support materials, and work products in an organized and efficient manner. Conducts briefings, prepares reports, keeps all levels of management and leadership advised of project plans/progress, and communicates findings and recommendations. Resolves any relationship problems or conflicts that impede progress ensures that all involved parties work effectively toward timely completion of the project. Promotes a work environment that emphasizes customer service, high quality standards, innovation, and creative accomplishment of work Manages broad supply chain program responsibilities and apply an integrated understanding of acquisition and supply chain processes within the DLC business model. Apply a full lifecycle understanding of items from conception and acquisition through contracting, ordering, receipt, cataloging, storage, distribution, use, refurbishment, and disposal. Promotion Potential: The selectee may be promoted to the full performance level GS-13 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade GS-12 level does not guarantee promotion to the full performance level. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience for the GS-12 level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Conducts qualitative and quantitative analyses, including statistical review, linear regression, and time-series techniques to assess program efficiency and effectiveness.
- Supports program/project management activities by preparing project papers, business cases, work breakdown structures, timelines, and workload reports.
- Assists in developing and organizing briefings, reports, and presentations for Denver Logistics Service (DLS)/ Office of Acquisition, Logistics, and Construction (OALC) management to explain findings and encourage acceptance of recommendations.
- Researches and analyzes issues impacting acquisition, logistics, or supply chain operations and recommends initial corrective actions to resolve program challenges.
- Monitors and integrate project activities and resources, helping ensure alignment with DLS, National Acquisition Center (NAC) OALC, and Veterans Affairs (VA) strategic goals.
- Maintains project documentation systems and tracks status while preparing snapshot reports and supporting responses to enterprise requests including Freedom of Information Act inquiries, protests, and Congressional questions.
Specialized Experience for the GS-13 level:
- Evaluates complex acquisition, logistics, and integration programs, performing advanced data analysis to drive decisions on program effectiveness, cost efficiency, and process improvement independently.
- Serves as a senior analyst and advisor to OALC/DLS/NAC leadership, developing high-level reports, policy reviews, and decision papers on program operations, resourcing, and strategic alignment.
- Leads cross-functional projects by coordinating stakeholders across the enterprise while identifying risks and recommending solutions to improve mission performance.
- Conducts evaluative analyses of established or emerging programs, including cost-effectiveness, resource utilization, industry best practices, and regulatory compliance and provides actionable recommendations.
- Represents the DLC/OALC at internal and external meetings, conferences, and engagements; prepares and delivers complex briefings to senior VA leadership.
- Provides expert support to contracting officers in monitoring contractor performance, reviewing deliverables, verifying requirements, and ensuring successful implementation of project outcomes.

Physical Requirements: Work is primarily sedentary although some walking, stooping, bending, reaching, and carrying of loads weighing 25 to 40+ pounds is required.
