The mission of Etterretningstjenesten is to collect information and provide warnings about conditions abroad that may threaten Norway and Norwegian interests. We are now seeking a subject matter leader for competence.

Your tasks

As a subject matter leader, you are responsible for leading the competence professional group, as well as developing and implementing Etterretningstjenesten's work with strategic competence management.

The right competence is crucial to being able to fulfill our societal mission. Rapid technological development and new threat landscapes place demands on new working methods, a solid understanding of competence needs, and a dynamic approach to competence development.

• Lead the competence professional group with executive personnel responsibility and contribute to clear priorities, cooperation, and professional development.
• Coordinate the professional group's work with strategic competence management, leadership development, course development, course administration, and competence systems, and serve as the link to other competence environments.
• Further develop and implement systems and methodology for strategic competence management.
• Provide advice and guidance to the line organization and leaders regarding strategic competence development.
• Advise and support the section manager in the development of HR processes and specifically within the professional group's area of competence.

Requirements

Qualifications The position has the following requirements that must be met to be considered a candidate:

• Master's degree or education at an equivalent level (major, professional studies, etc.) or scope within a relevant field. A relevant bachelor's degree or education at an equivalent level and several years of experience with good results may compensate for the education requirement.
• Experience in strategic competence development
• Experience in development work

In addition, it is desirable if you have

• Experience in preparing competence strategies
• Knowledge of methodology for strategic competence management
• Knowledge of recruitment work. Experience in using analysis and mapping tools within the field

Special requirements for a position in Etterretningstjenesten Applicants must satisfy the requirements for the highest security clearance.

For employment in Etterretningstjenesten, one cannot have any citizenship other than Norwegian at the time of employment.

You will receive an annual salary within the range of NOK 785,000 – 980,000 in the position of senior advisor (code: 1364) according to the current Hovedtariffavtale.
