needed in Benfleet Paying £500 per day ref 24132 Full time hours on a temporary basis Key Responsibilities Service Management Lead, manage and develop the Revenues Service, ensuring the delivery of high-quality customer service and operational excellence. Manage, motivate and support team members through recruitment, induction, supervision, appraisal, training and ongoing professional development. Monitor team performance, implement workforce planning initiatives and support succession planning activities. Establish, review and monitor service standards, objectives and key performance indicators. Revenues Administration & Recovery Oversee the administration, billing, collection, recovery and enforcement of Council Tax and Business Rates. Manage the recovery of Sundry Debts and Housing Benefit Overpayments in line with legislation, policy and best practice. Ensure the successful delivery of annual billing exercises, year-end processes and statutory reporting obligations. Authorise and monitor recovery processes including liability orders, insolvency proceedings, bankruptcies, Individual Voluntary Arrangements (IVAs) and enforcement activity. Review and approve recommendations for debt write-offs in accordance with delegated authority and financial regulations. Financial Management & Reporting Lead the preparation and submission of statutory returns and financial reports, including Tax Base calculations, NDR1 and NDR3 returns, collection fund reporting and performance statistics. Monitor collection rates, debt levels and income performance, identifying opportunities to maximise revenue collection. Manage service budgets and ensure effective financial control and expenditure monitoring. Work closely with finance teams to support budgeting, forecasting, reconciliations and financial reporting requirements. Systems & Continuous Improvement Lead the development, maintenance and optimisation of Revenues and Benefits systems and associated technologies. Work collaboratively with ICT teams and software suppliers to implement upgrades, legislative changes and system enhancements. Review and redesign processes to improve efficiency, service delivery and customer outcomes. Support the implementation of innovative collection and recovery solutions, including data analytics, tracing services and digital initiatives. Legislation & Compliance Maintain up-to-date knowledge of legislation, case law and best practice relating to local taxation, debt recovery and revenues administration. Interpret legislative changes and ensure they are implemented effectively within operational procedures. Oversee GDPR compliance and data protection responsibilities within the service area. Manage complex correspondence, complaints, Freedom of Information requests and stakeholder enquiries. Partnership & Stakeholder Management Develop and maintain effective relationships with internal stakeholders, enforcement providers, government departments and external agencies. Represent the organisation at meetings, tribunals, professional forums and court proceedings where required. Provide expert advice and guidance on all aspects of revenues administration, collection and recovery. Leadership & Strategic Support Contribute to strategic planning, service transformation and continuous improvement initiatives. Lead and support corporate projects and change programmes impacting revenues services. Deputise for senior finance leadership when required. Provide specialist expertise and informed recommendations to senior management on revenues-related matters, risks and opportunities.
