Regional Director
This position is located in the Employment and Training Administration, Office of Job Corps within a Regional Office of the United States Department of Labor (DOL). The Regional Office manages and directs all Job Corps activities throughout a multi-state Region. The official title of this position is Supervisor Program Manager. This position is a non-bargaining position.
Major duties
Major duties for this position are listed below: Administers the Job Corps program, including office assets operating throughout the multi-state area, at the regional level within delegated authority from the Deputy Director and the National Director. Oversees the overall planning, direction, and timely execution of Job Corps programs and initiatives throughout the Office, including development, assignment and higher-level clearance of goals and objectives for supervisors and managers of subordinate organizational units. Interacts with other office directors within the organization, officials at all levels within DOL, officials of other Federal agencies, congressional staffers, and state, local and interest group leaders to share information and learn their viewpoints about trends which may affect program related operations. Nurtures the interrelations between regional and national office programs/ systems with other federal/state employment, training, and/or income maintenance programs. Provides oversight, monitoring, and review of Job Corps operations in accordance with national policy, performance standards, and provisions of contracts and/or inter-agency agreements. Analyzes and appraises the means by which the program's progress and accomplishments are measured and takes action to change or modify programs as appropriate. Assures the advancement of Job Corps' national program goals and the delivery of quality services to disadvantaged youth, including academic competencies, vocational curricula, social development, selection and assignment of participants, residential living, medical services, behavior management, safety and health, recreation, employability skills, placement, and transitional services.
Qualifications
GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience is defined as meeting all of the following: Experience evaluating the effectiveness of labor workforce investment program activities (e.g., employment, training, education, and support services) as they relate to the Workforce Innovation and Opportunity Act-WIOA) and developing and implementing labor workforce improvement strategies for a state, local, community-based or government program; AND Experience directing, managing, planning, developing, coordinating, and/or implementing policy and law in a working environment within areas of a state or Federal workforce investment program (e.g., employment, training, education, and support services) as they relate to the Workforce Innovation and Opportunity Act-WIOA); AND Experience planning, assigning, and evaluating the work of subordinates.
