The incumbent will serve as an Information Technology (IT) IT Services Category Manager within the Department of Veteran Affairs' Office of Information Technology (OIT), End User Services (EUS), End User Operations (EUO), and is responsible for IT Services Management activities for OIT.

Major duties

Will serve as an expert in the enterprise IT Services management program and works closely with agency, government, and industry stakeholders to develop effective category management cost reduction strategies. Will implement agency-wide implementations of modern IT Services for category management information systems and uses industry and governmental best practices to capture savings and reduce cost to provide data driven, effective guidance and support for customer management decisions. Major Duties: Coordinates enterprise-wide IT Services Category Management program, and provides oversight and guidance to district staff for the identification, cataloging, procurement, maintenance, quality, assurance, and disposal of IT products and services. Interprets policies for programmatic impact and develops and/or revises programmatic policy, regulatory guidelines, or requirements ensuring all processes and guidance adhere to End User Operations and information security policy, principles, and practices. Assesses, analyzes, evaluates, revises, and implements new category management systems, processes, or control measures. Oversees and implements engineering, implementation, evaluation and continuous improvement of processes and technology in accordance with management priorities and objectives. Monitors project time lines to ensure that deadlines are met. Analyzes and resolves complex issues and conflicting priorities for IT resources. Serves on committees as requested. Develops new policy, programs, structures, and plans; and participates in the development of modernization activities and will drive implementation of an IT Infrastructure Library (ITIL) framework within OIT. Ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of planning and management services. Manages and executes processes for IT Services and IT Security customer and vendor requests. Reviews and ensures IT Services and IT Security management and IT coordination services, guidance and support are aligned with customer needs. Ensures implementation of well-defined and effective processes for category management services. Engages in a continuous cycle of evaluating and modifying processes to ensure efficient and effective service delivery. Assists in creating complex management plans and develops guidelines and standards regarding implementation. Ensures program tasks are accomplished in accordance with pertinent government regulations such as Federal IT Acquisition Reform Act (FITARA) and Federal Acquisition Regulations. Reviews, evaluates, and implements category management program changes that comply with GAO recommendations, OMB guidance and IG findings. The incumbent monitors the status and effectiveness of IT Inventory control by identifying, analyzing, and resolving Lifecycle management problems. The incumbent reviews and analyzes operational reports and plans, work schedule, planned requirements, and other data to determine and advise on compatibility of planned IT Inventory control programs. Ensures appropriate documentation is developed to substantiate plans and procurements, and to ensure usability and effectiveness of processes and technology once implemented. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Some employees may carry items (up to 50lbs), or drive a motor vehicle. Beyond conventional office work, the conduct of facility-level audits requires regular and recurring physical exertion, such as extended periods of standing, walking, bending, stooping, reaching, and similar activities during inventory records validation. Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, heated, and air-conditioned office spaces, with moderate noise from common office equipment. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities

Minimum Qualifications Requirements Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

-AND- Specialized Experience for GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience for this position is defined as: Experience managing IT programs and service delivery; overseeing system implementation, operations, and customer support; ensuring IT security and compliance; analyzing and resolving complex technical issues; developing policies and performance metrics and leading staff through work assignment, performance management, and program execution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
