Information Technology Specialist (SysAnalysis)
This position is in a division under the Deputy Assistant Secretary for Information and Technology (VA). This position is in the Office of Information and Technology (OIT), End User Services (EUS), Endpoint Engineering (EE), Desktop and Device Engineering (DDE). DOE provides central engineering services and management of a technical framework promoting one technology vision across VA, which supports system optimization, integration and interoperability throughout the enterprise.
Major duties
The incumbent provides technical information engineering with focus on Desktop and Device Engineering and provides guidance, advice and works collaboratively among the other services within EUS in developing, promoting and maintaining measures to adequately and cost-effectively manage desktop related technologies while protecting sensitive information. The principle engineering responsibilities within DOE include: Monitoring performance, capacity and key metrics as they relate to laptops, desktops, and peripheral devices. The incumbent should be able to provide SME support across the Endpoint Engineering Portfolio to ensure that regulatory VA policies, directives and Field Security Office (FSO)/ Office of Cyber Security (OCIS) requirements are satisfied during the engineering process. Primary responsibilities include management and analysis of various desktop technologies including application packaging process. The incumbent will be the (SME) and will coordinate efforts with various groups ensuring they receive the appropriate business requirements for strategic alignment as it relates to desktop technologies. Under the supervision of the Supervisor for DOE, the incumbent is responsible for requirements analysis and validation, liaison with business areas of the organization, alignment of initiatives with various Enterprise teams. Work with the various groups to assist with the evaluation of emergent technologies, vendor and market trend research, solution evaluations based on cost and benefit. Incumbent must have a thorough understanding of system design and core engineering principals to ensure adherence. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Minimum Qualifications Requirements EXPERIENCE: To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as: Experience with Desktop and Device Engineering: developing, promoting, and maintaining programs, policies, and procedures for desktop engineering technologies with a focus on Windows Endpoint Management. Knowledge and expertise to include configuration policies within In-tune or via Group Policy Objects, application creation within In-tune or Configuration Manager and experience with Autopilot or Operation System Deployment. Systems engineering: applying systems-analysis principles and techniques to assess desktop technologies. Improve performance and quality, measure/monitor key metrics, make recommendations, and lead studies or implementation projects. Systems testing and evaluation: developing test plans, analyzing software/hardware/interoperability test results, conducting developmental testing, verifying compliance with requirements, managing test data, and resolving technical issues. Systems development: designing, developing, testing, and evaluating information systems throughout the systems-development life cycle; analyzing user needs and requirements; and supporting implementation. Technical leadership/advisory work: providing expert technical advice and recommendations on critical IT issues, evaluating new IT approaches and acquisition proposals, and providing technical guidance and oversight. Requirements and architecture: identifying business/technical requirements; designing and managing systems that meet current and future requirements; ensuring integration/interoperability; and developing IT goals, plans, policies, and procedures Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
