Major duties

The Senior Technical Advisor serves as the U.S. Space Force (USSF) Directorate of Intelligence's principal technical authority for space and counterspace intelligence architectures, operations, capabilities, and resources. The advisor provides expertise on intelligence-related space systems; cyber networks; tasking, collection, processing, exploitation, and dissemination (TCPED) systems and architectures; acquisition programs; targeting; foreign disclosure; and intelligence oversight. The position develops and maintains authoritative intelligence architecture designs covering U.S. Government, partner, and commercial systems that support space superiority operations. The advisor represents USSF/S2 in senior engagements with Department of War, Intelligence Community, military service, combatant command, and national agency partners; advocates for USSF intelligence requirements; identifies capability gaps; and coordinates policy, operational, and programmatic issues across the enterprise. The advisor also develops and implements strategies and analytic capabilities by overseeing assessment and development of modeling, simulation, wargaming, experimentation, artificial intelligence, and machine learning tools used to support space and counterspace missions, force design, acquisition, and national-level decision-making. In addition, the advisor supports planning, programming, budgeting, execution, and evaluation of major intelligence portfolios by assessing resource requests, monitoring performance, recommending resource allocations, and proposing corrective actions. The position provides senior continuity and technical leadership for USSF/S2 during leadership transitions, absences, and Continuity of Operations events.

SALARY: $151,662.00 - $209,600.00 per annum. (Air Force Tier 1) Defense Intelligence Senior Level (DISL) members are eligible for performance-based salary increases and/or bonuses. Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

  • TQ 1. Expert knowledge of the national Intelligence Community (IC), Joint, and DoW's structure, organizations, mission/functions, inter-relationships and operations. Demonstrated ability to coordinate and work effectively with DoW, Joint, IC, and Congressional counterparts. Familiarity with the evolving stand-up of Space Command and the USSF.
  • TQ 2. Excellent communication and interpersonal skills across a variety of grades and ranks within the military. Expert skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
  • TQ 3. Expert knowledge of advanced tasking, sensing, processing, sensemaking, analysis, and dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. A separate narrative statement is not required--this information should be embedded within the resume.

B. JOINT DUTY ASSIGNMENT REQUIREMENT: Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15. NOTE: Applicants without Joint Duty Credit are still highly encouraged to apply for the position and this requirement can be waived. Education

A bachelor's degree from an accredited institution is desired. A master's or advanced degree in international relations, intelligence studies, STEM studies is highly desired. Completion of senior military education and executive development programs is also highly desirable.
