The primary purpose of this position is: to serve as the budget analyst responsible for the overall budget, costs, spending and management of resources for programs and appropriations within the 709 Cyberspace Squadron.

Major duties

DUTY 1: Serves as the functional point of contact for day-to-day budget/financial issues. Manages a $20M annual budget for AFTAC's largest squadron providing cyber infrastructure to HQ AFTAC, AFTAC's continuity of operations site, eight detachments and a Naval asset. DUTY 2: Performs budget formulation work involving review and preparation of budget estimates and financial plans. DUTY 3: Reviews and evaluates contract purchase requests for status of funds and appropriation, ensuring budgetary planning and reporting requirements to management are met. DUTY 4: Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. DUTY 5: Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.

Qualifications

This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Technical and Administrative Support" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and other AF and MAJCOM directives, which apply to assigned budget accounts (e.g., organizational components, programs, services, object classes, and/or line items) to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at higher echelons. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated actual dollar figures in the budget. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. 2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 3. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data. 4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. 5. Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences. 6. Knowledge of security practices for ensuring the safeguarding of classified information. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. This is a Financial Management Level 1 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is in the Excepted Service.
