Compliance Specialist

This position is located in the Bureau of Political-Military Affairs (PM), Directorate of Defense Trade Controls (DDTC), Office of Defense Trade Controls Compliance (DTCC). DTCC has broad enforcement oversight to ensure compliance with U.S. arms export laws and regulations. It is responsible for registering U.S. defense manufacturers exporters and brokers; identifying ineligible and suspicious parties, exercising authority for administrative and enforcement actions involving civil violations.

Major duties

• Advises on foreign policy issues and national security implications of administrative compliance investigations, criminal enforcement activities, and registration issues regarding parties involved in defense trade.
• Manages the registration of exporters, manufacturers, and brokers under Parts 122 and 129 of the International Traffic in Arms Regulations (ITAR), implicating compliance with U.S. export laws and regulations.
• Coordinates the referral of cases concerning possible criminal Arms Export Control Act (AECA) and ITAR violations to law enforcement agencies.
• Liaises with the interagency nonproliferation and export control community on arms trafficking and proliferation matters involving the AECA and ITAR.
• Organizes plans and operations within DDTC to help identify and prevent violations of U.S. export laws and regulations and support remedial action.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing criminal violations or indictments to support remedial actions for defense trade control. Experience coordinating compliance investigations, criminal enforcement activities, or registration issues regarding parties involved in defense trade. Experience liaising with the foreign policy and intelligence communities on matters concerning compliance with the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR). There is no substitute of education for specialized experience for the GS-14 position.
