Supervisory Security Specialist
This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Security Specialist, you will be providing strategic vision and executive oversight for the Department's Controlled Access Program Management and Oversight (CAPMO) enterprise, serving as the ultimate authority for policy implementation and program integrity.
Major duties
The Office of Intelligence and Counterintelligence works to identify and mitigate threats to U.S. National Security and the DOE Enterprise and informs national security decision-making. The DOE-IN advises policy makers on threats to and opportunities for U.S. National Security in nuclear, energy, cyber and a number of science and technology (S&T) fields. This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. Veterans shape the future of energy As a Supervisory Security Specialist, you will: Direct the Controlled Access Program Management and Oversight (CAPMO) enterprise to enforce compartmented security protocols, Director of National Intelligence (DNI) directives, and Department of Energy (DOE) security policies across the agency. Supervise a multidisciplinary team of federal security specialists and contractor personnel, managing day-to-day operations, assigning workloads, setting performance standards, and executing administrative supervisory responsibilities. Formulate standardized intelligence access procedures and risk-mitigation strategies to resolve complex TS/SCI access challenges and protect national security capabilities. Serve as the lead security authority for sensitive compartmented programs under ICD-906, overseeing all operational, physical, technical, and personnel security requirements. Negotiate reciprocal intelligence access mechanisms with external Intelligence Community (IC) authorities to resolve interagency security discrepancies and ensure secure information sharing. Deliver executive-level security briefings, indoctrinations, and debriefings to senior leadership, national laboratory officials, and external stakeholders to govern access to sensitive intelligence programs.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS for the GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 of the following 1. Directing special access or compartmented security programs (such as Sensitive Compartmented Information [SCI] or equivalent restricted-access programs) to ensure compliance with enterprise or national security standards. 2. Evaluating secure facilities or restricted areas against physical and technical security standards to maintain facility accreditation. 3. Advising senior executive leadership on enterprise security risks and mitigation strategies. 4. Supervising a team of security professionals or contractor personnel, including assigning daily workloads and evaluating employee performance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
