The Department of Energy is seeking an experienced, innovative Executive to lead the Office of Enterprise Assessment (EA), which is part of the Office of Management (MA). The Director is responsible for the development and execution of independent oversight, and enforcement to safeguard DOE assets, workers, and critical operations complex-wide.

Major duties

We are seeking an experienced, strategic senior executive to serve as the Director, Office of Enterprise Assessments. In this pivotal leadership role, you will lead independent oversight, assessment, and enforcement programs across the Department of Energy complex. The Director provides autonomous evaluations of nuclear safety, security, emergency management, and worker health and safety, while advising senior Departmental leadership on systemic operational risks. As the Director Office of Enterprise Assessments, you will: Directs the Office of Enterprise Assessments (EA) within the Office of Management (MA), establishing strategic plans, program priorities, organizational structures, and resource allocations to ensure rigorous, autonomous oversight across the Department of Energy (DOE) complex. Directs comprehensive, independent evaluations across Headquarters and field elements to assess the adequacy of DOE policies and line management performance in nuclear and industrial safety, physical and cyber security, emergency management, and worker health and safety. Manages and implements DOE's Congressionally mandated enforcement programs for nuclear safety, worker safety and health, and security, establishing enforcement priorities and directing investigative functions across the complex. Serves as a senior advisor to the Director of the Office of Management, identifying systemic risks, reporting on the effectiveness of Department-wide safety and security programs, and recommending high-impact policy, corrective, and operational improvements. Exercises delegated Departmental authorities, including serving as the appointing official for Type A Accident Investigation Boards, adjudicating waiver/variance requests, and supporting oversight of Special Access Program Oversight Committee (SAPOC). Represents the Department and EA in high-level engagements with Congress, other federal agencies, contractor leadership, and key external stakeholders, leading witness preparation for Congressional hearings and defending Departmental safety, security, and oversight positions.

TECHNICAL QUALIFICATIONS (TQs): Your resume must clearly demonstrate that you possess the following technical qualifications. TQ 1: Demonstrated executive leadership experience providing strategic direction and influencing complex nuclear and industrial safety, cyber and physical security, and emergency management programs across Departmental, interagency, and intra-agency organizations. TQ 2: Demonstrated executive leadership experience directing and influencing complex enforcement, assessment, and national security training advisement, including the strategic application of qualitative and quantitative methods to evaluate performance, drive organizational improvement, and enhance program effectiveness across Departmental, interagency, and intra-agency organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Requirements

Must be a U.S. Citizen or National. Subject to a 1-year SES probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
